- This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID NOI 12-070 and the solicitation is being issued as Notice of Intent. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 05-56). This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business set aside, however, small, small disadvantage, minority, veteran owned, and HUD zone companies, etc. are encouraged to submit quotes. The North American Industry Classification System (NAICS) Code for this acquisition is 811219, which has a size standard of $19.0 in millions of dollars. The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIAID), intends to procure a one year preventive maintenance service agreement, on a sole source basis with Illumina, Inc., for a cBot, s/n 600678, Part no: SV-304-1002 (qty-1) & HiSeq 2000 Scanner, s/n 700396, Part no: SV-401-1002 (qty- 1). Illumina is the only known vendor or manufacturer that is authorized and able to provide certified expertise and technicians. Parts and accessories must be original so not to affect the manufacturer warranty. Contractor requirements: •· Full coverage on all service parts and labor •· Comprehensive 5 x 24 e-mail support and 5 x 18 telephone support (instrument, applications, bioinformatics) •· 2 business day average on-site response time, critical and non-critical updates, applications support, access to online training modules, and discounts on optional advanced training programs •· Include two Preventative Maintenance visits per year. The following factors shall be used to evaluate offers: 1) technical capability to meet required specifications, 2) price, and 3) warranty. Period of performance shall be one year from award. Place of delivery NIH/NIAID, Bethesda, Maryland, 20892. The government will award a firm fixed price purchase order to the responsible contractor. The FOB point shall be Destination. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212-3, Offer Representations and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; FAR 52.232.33, Payment by Electronic funds Transfer-Central Contractor Registration (Oct 2003). In order to be considered for an award, an offeror must have completed the electronic Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
