Description

These are the requirements of the system. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS) in Fort Collins Colorado intends to award a sole source simplified, fix price acquisition to Dynamax out of Huston Texas, for the purpose of ordering a SapIP Flow System. Please see attachment for specifications of what parts make up this SapIP Flow System. The key features are that it is a non-invasive (stem heat-balance type) wireless sap flow system for small stems (11-24 mm in diameter). It is highly specialized, research grade equipment. It is important that this machine be invasive and not wound the plant. THIS IS A NOTICE OF INTENT NOT A REQUEST FOR PROPOSALS. However, it is a market research tool being used to determine the availability and adequacy of potential sources prior to determining the method of acquisition and issuance of award. Vendors that believe they can provide a product that meets the Government's requirement may submit a sub standing document in writing to the identified point of contact within the 7 days of publication of this notice. This notice is for information and planning purposes only and is not to be construed as a commitment by the Government. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
