Description
This pre-solicitation notice has been revised to update therequirements and to combine with the procurement described underpre-solicitation notice N00024-12-R-5202. The Naval Sea Systems Command (NAVSEA) intends to utilize other than fulland open competition to award a contract modification to the current FirmFixed Price AN/SQQ-89 ASW Combat System Production contract with LockheedMartin Mission Systems & Sensors (MS2), 497 Electronics Pkwy Bldg 5,Liverpool, NY 13088-6062. This modification to contract N00024-07-C-5201extends the award to support FY12-FY13 AN/SQQ-89(V)15 and AN/SQQ-89A(V)15production requirements. This modification will also allow for theprocurement of SCN new construction and FY 12-13 OPN, for a total ofnineteen (19) systems. This effort will provide integrated Undersea Warfare (USW) systemcomponents that will leverage state-of-the-art commercial engineeringdesigns as intrinsic technology enablers and support the development of newtechnological capabilities for DDG 51 Class ships. Furthermore, thisprocurement will provide for the integration of Government FurnishedEquipment Software (GFES) into all configurations of the AN/SQQ-89(V)15 andAN/SQQ-89A(V)15 Surface Ship USW Combat Systems while supporting theestablishment of a common hardware and software baseline to provide systemcapability improvements on surface combatants. Lockheed Martin MS2 is responsible for the hardware and softwareintegration, test, evaluation, production preparation and delivery of theAN/SQQ-89A(V)15 systems. NAVSEA intends to award a contract modification resulting from thissynopsis on a sole source basis, under authority of 10 U.S.C. 2304(c)(1), asLockheed Martin is the only contractor with the requisite knowledge andexperience of the system to meet the Government's requirement within thetime required. This announcement is published for information purposes only.Companies interested in subcontracting opportunities should contact LockheedMartin directly. The AN/SQQ-89 program provides integrated Combat Management, Fire Control,Command and Control, and On-Board Training to enable surface ships to engageUSW targets. The program concept embraces open-architecture methodology toexpand sensor performance through the use of common software components toachieve cost effectiveness and system efficiency. The AN/SQQ-89(V) systems are comprised of integrated subsystems thatprovide USW search, detection, classification, and localization for surfaceships in both littoral and open ocean environments. AN/SQQ-89(V) variantsprovide major capability improvements through hardware and software upgradesusing an Advanced Capability Build (ACB) process. Notice: The proposed contract action is for supplies or services for whichthe Government intends to solicit and negotiate with only one source underthe authority of FAR 6.302. All responsible sources may submit a capabilitystatement, proposal, or quotation which shall be considered by the agency.This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date ofpublication of this synopsis will be considered by the Government. Adetermination by the Government not to compete with this proposed contractbased upon responses to this notice is solely within the discretion of theGovernment. Information received will normally be considered solely for thepurpose of determining whether to conduct a competitive procurement.
