Description
The Army intends to issue a competitive 8(a) solicitation for explosive decontamination/disposal, disassembly and inspection of real and personal property, sub-foundation testing/disposal, and documentation preparation for the NC Area #2 at Indiana Army Ammunition Plant (INAAP), Charlestown, Indiana. This project consists of inspection and explosives decontamination of buildings, equipment and sub-foundation testing/disposal to include disassembly of suspected contaminated buildings and assorted equipment, off-site disposal of contaminated materials, and documentation preparation. The objectives of this project are as follows: Equipment Decontamination: The buildings and equipment identified shall be decontaminated in accordance with DoD Manual 6055.09M and EM 385-1-97. The contractor shall perform testing of residual material (post burn ash/soils) in support of appropriate off-site disposal IAW DoD 4140.62. Facility Decontamination: The buildings identified shall be decontaminated in accordance with DoD Manual 6055.09M and EM 385-1-97. Creosote wooden blast walls, and poured concrete structures such as; floor slabs, interior walls, sumps, and blast walls will not be demolished, but left in place. Demolition activities will not adversely impact active work or operations. Work shall be scheduled so interference with other efforts is minimized. Adjacent facilities not part of this project shall be protected from damage and debris. Any airborne debris will be controlled to prevent the spread of dust while avoiding the creation of a nuisance in surrounding areas. The use of water to spray the site to reduce release of airborne particulate is permitted as required, but shall be controlled to ensure it does not create hazardous or objectionable conditions such as ice, flooding, excess run off, pollution, reaching a waterway or flowing into a sinkhole/karst feature. The contractor shall not use the decontamination site for burning refuse. The contractor will certify and verify building and equipment debris as free of explosive hazards IAW DoDI 4140.62 and EM 385-1-97. A video in Digital Video Disk (DVD) format showing all building burns shall be prepared and provided (5 Copies) as part of this task. Cleanup: Soil disturbance will be kept to a minimum during pre/post decontamination as well as clean up. Based on post decontamination testing results of the material/ash residue, proper handling, labeling, collection, shipment and disposal of the material will be conducted in support of off-site disposal IAW applicable Federal, state or local law or regulation. Upon removal/disposal of residual material, confirmation samples shall be tested as identified, to ensure no surface contamination resulted or remains as a direct result of the decontamination activities. In the event soil contamination exists, further delineation shall take place in order to determine the remaining soils that will require excavation and hauling for off-site disposal. In lieu of further delineation, the contractor may choose to perform a risk assessment to determine the risk to human health and the environment that could preclude the dig/haul activities. Disposal shall be accomplished at an approved offsite landfill or through an approved scrap dealer. Hauling and disposal shall be performed IAW interstate statutes. After sites have been visually inspected and equipment removal work is complete, the site will be graded to match the existing landscape and to allow for natural drainage. The site will be seeded with grass to avoid erosion using 50-pound pure live seed/acre of fescue. Material handling of asbestos/ash/scrap will be minimized. Hot work permits will be required when performing hot work; such as welding, torch cutting, chop saws or any procedure that produces spark or flame. Copy of hot work permit to be provided to INAAP COR prior to commencement of the activity. Foundation Testing/Post Burn Confirmation Samples: The facilities, scheduled for inspection and decontamination, are also required to have sub-foundations tested for the presence of explosives. A Sampling and Analysis Plan (SAP) will be required to support the foundation testing efforts. Provide a draft SAP to the Army for review/comment. Revise the SAP and provide a Draft Final to the INAAP COR for submittal to IDEM. Review/respond to IDEM's comments through the INAAP COR and finalize SAP within 30 days of IDEM's comments. Intact foundations, slabs and blast walls of the facilities may remain, if structurally sound. The contractor shall test for explosives presence along appendages, all cracks, floor drains, and footings at any point considered high risk, or at any point where natural or man-made drainage may have deposited residual explosives. Period of performance for this project will be 16 months after contract award.
