- NASA Glenn Research Center (GRC) plans to issue a Request for Proposal (RFP) forthe following Commercial services: The contractor shall furnish all necessary labor,materials, supplies, equipment, and transportation for loading and removal of all solidwaste at the GRC Lewis Field located in Cleveland, OH, as well as the segregation,sorting and transportation of all recyclable materials at Lewis Field and GRC Plum BrookStation located in Sandusky, OH. This procurement is a total small business set-aside.The NAICS Code and Size Standard are 562111 and $12.5 M, respectively.The anticipated release date of RFP is on or about April 20, 2012 with an anticipatedproposal due date on or about May 18, 2012.Period of Performance: The contract shall contain a base period plus four options. Thetotal contract shall not exceed five years.All responsible sources may submit a proposal which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for thisacquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The Draft Statement of Work and other documents related to this procurement will beavailable over the Internet. These documents will reside on a World-Wide Web (WWW)server, which may be accessed using a WWW browser application. The Internet site, or URL,for the NASA Business Opportunities page is http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=.Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any). All contractual and technical questions must be submitted in writing via email toscott.d.haumesser@nasa.gov not later than May 02, 2012. Telephone questions will not beaccepted.A site inspection visit is scheduled for 10:00 am (Local Time) on April 20, 2012. Participants will meet at the NASA Glenn Research Center (GRC) Main Gate, Building 154. GRC is located at 21000 Brookpark Rd., Cleveland, Ohio 44135.All interested offerors are urged and expected to inspect the site where waste removalservices are to be performed and to satisfy themselves regarding all general and localconditions that may affect the cost of contract performance, to the extent that theinformation is reasonably obtainable. In no event shall failure to inspect the siteconstitute grounds for a claim after contract award.The site will NOT BE OPEN FOR INSPECTION AT ANY OTHER TIME, unless authorized byamendment to this solicitation. All interested offerors are required to sign - in at the GRC Main Gate at least 30minutes prior to the site showing. All offerors are required to have a VALID Ohio StateIdentification with picture or two forms of identification, one of which shall be apicture identification, in order to sign in at the GRC Main Gate. Companyrepresentation shall be limited to a maximum of two (2) people. Companyrepresentatives shall be U.S. Citizens. Companies are required to e-mail the names of the persons that will be attending the siteshowing to scott.d.haumesser@nasa.gov by April 16, 2012.
