- THIS IS A SOURCES SOUGHT NOTICE ONLY FOR FIRMS INTERESTED IN SUBMITTING A PROPOSAL FOR AN UPCOMING UNIT PRICE BOOK (UPB) - JOB ORDER CONTRACT (JOC) INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT TO BE PERFORMED IN LOCATIONS THROUGHOUT GA; NC; SC; FL; KY; AL; MS, and TN. Responses are due no later than 4:00 p.m. Eastern Standard Time; Date: Friday, May 18, 2012. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. Please note that it is required that your company be registered in the Central Contractor Registration System (CCR), please see www.ccr.gov for additional information. In addition, this sources sought is not to be construed as a commitment by the government, nor will the government pay for any information solicited or delivered. Responses are to be sent via email to Julius.teal@gsa.gov. Email responses are required. Responses are due no later than 4:00 p.m. Eastern Standard Time; Date: Friday, May 18, 2012. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. This acquisition falls under the Classification Code Z - Maintenance, repair, and alteration of real property, and North American Industry Classification System (NAICS) Code 236220 - Commercial and Institutional Building Construction. The U.S. General Services Administration (GSA)/Southeast Sunbelt Region 4/Acquisition Division - 77 Forsyth Street, Atlanta, GA 30303 intends to procure a Unit Price Book (UPB) and Technical Specifications to be utilized for a new Job Order Contract (JOC), which is to be established for construction projects throughout GA; NC; SC; FL; KY; AL; MS, and TN--with a potential competitive 100% set-aside for Small Business (SB), 8(a), HUBZone, Service Disabled Veteran Owned (SDVOSB), Woman-Owned Small Business (WOSB), or Small Disadvantaged Business (SDB) concerns. IF ADEQUATE RESPONSES ARE NOT RECEIVED FROM THE AFOREMENTIONED SOCIOECONOMIC CONCERNS, THE ACQUISITION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. The small business standard is $33.5M. Interested concerns, large and small businesses, should indicate interest to the Contracting Officer, in writing as early as possible, but no later than 4:00 PM EST; Date: Friday, May 18, 2012. A. Unit Price Book (UPB). The contractor shall develop a comprehensive list of construction tasks as described below. A draft document shall be submitted to the Contracting Officer (CO) within 30 days of contract award. Upon completion of review of the draft by the Contracting Officer (CO), comments will be returned to the Contractor. The Contractor shall incorporate all comments and provide a final version of the UPB within 30 days of receipt of CO's Comments. 1. Draft JOC Unit Price Book (UPB) for initial review by GSA. The UPB shall consist of predetermined costs for construction material, labor, equipment, and costs, to comprehensively cover construction tasks that are commonly encountered in the industry for all trades. The UPB shall be organized under the Construction Specifications Institute (CSI) Master Format 2004 numbering system. The UPB shall be a line-item listing containing construction tasks. Each task shall incorporate the cost for materials, labor and equipment. Each task shall contain a Geographic Pricing Multiplier, and shall be current to 2012. The draft is due within 30 days of contract award for government review. The government will have 30 days from receipt of draft to review and provide comments back to the contractor. 2. Final JOC UPB in Construction Specifications Institute Master Format 2004 numbering system. The final book is due within 30 days of receipt of comments from the government review of the draft book. The contractor is to provide a minimum of 8 electronic copies of the final JOC UPB; the government my reproduce this book for its own use. B. Technical Specifications. The contractor shall develop a set of specifications for the construction tasks listed in the UPB. The specifications shall be consistent with building practices and local building codes found in each state. Estimated costs contained in the UPB shall be based on the associated technical specifications. The Contractor shall provide a draft for Contracting Officer to review, and a final version with comments included. 1. Contractor shall furnish one draft of Technical Specifications in Master Format 2004 numbering system and format for review. The draft is due within 30 days of contract award for government review. The government will have 30 days from receipt of draft to review and provide comments back to the contractor. 2. Contractor shall furnish one final Technical Specifications in Master Format 2004 numbering system and format. The final book is due within 30 days of receipt of comments from the government review of the draft book. The contractor is to provide a minimum of 8 electronic copies of the final Technical Specifications; the government my reproduce this book for its own use. 3. Copies. The contractor shall provide electronic versions of the JOC UPB and Technical Specifications. A minimum of 8 electronic copies must be provided; the government may reproduce these electronic versions for its own use. C. Support. The contractor shall provide customization/follow up support for the base year and four options-to include: 1. Annual updates. The Contractor shall conduct necessary market research and update prices for all construction tasks included in the UPB. The Contractor shall also update Technical Specifications based on current practices in the respective states construction market. The updated UPB and Technical Specification shall be provided by the end of each contract year and option year to the Contracting Officer (CO). 2. The Contracting Officer (CO) may request additions, deletions or changes in the UPB as deemed necessary. The requested changes shall be provided in writing to the Contractor. The Contractor shall incorporate the changes and returned an updated UPB to the CO within 30 days. 3. Making specific additions and changes to the Technical Specifications as requested by the CO. The requested changes shall be provided in writing to the Contractor. The Contractor shall incorporate the changes and returned an updated set of Technical Specifications to the CO within 30 days. D. Online Software Package. 1. One initial or base online access license subscription which includes complete access to the JOC estimating program for JOC proposal preparation using a web based access program. Access to the software package will allow the user to create independent government cost estimates (IGCE) as well as to receive and review contractor proposals. Training for the contractors proposed Software Package will be necessary, e.g., web-based, in-house, etc. 2. Access on line must be provided to the government upon delivery of the final version of the UPB and technical specifications. 3. Technical/Customer Support, including online and telephone, for the duration of the contract. Support shall be available during normal business hours of 6:00 a.m. and 5:00 p.m., EST, Monday through Friday, excluding Federal Holidays. Federal Holidays are: New Years Day, Martin Luther King Jr. Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day. E. Request interested firms responding to this Sources Sought notice shall include the following in their response: 1. Firm's information [name of representative, address, phone number, FAX, CAGE Code, and DUNS number]; 2. Interest in nature of participation [e.g., prime contractor, teaming partner, primary subcontractor]; 3. Business size [e.g., SB, HUBZone, SDVOSB, WOSB, SDB, large business]; 4. General Capability [general information and technical background describing your firm's experience in contracts requiring similar effort to include a summary of relevant (multiple trade, multiple projects) performance history of no more than five (5) contracts, including current projects and projects held within the last three (3) years (identified by customer, contract number, project title, project location(s), performance dates, yearly and total dollar amount, Contracting Officer or contract administration points of contact with telephone numbers, and in what capacity performed (e.g. prime or subcontractor)]; 5. Statement identifying the firms bonding capacity; 6. Percent of work the firm could commit to accomplishing with in-house labor; and 7. Suggestions for how the government could form the contract or Statement of Work that would facilitate your approach to contract execution. Interested contractors may provide the above information, via e-mail, to the Primary Point of Contact (PPOC)_ See Electronic Address listed below. Individual jobs will vary in size between $2,000 to $2.5 million. The jobs will include tasks in a variety of trades, such as carpentry, roofing, excavation, electrical, steam fitting, plumbing, sheet metal, painting, asbestos abatement, demolition, environmental clean-up, concrete masonry, and welding (this is not an all inclusive list). Locations of jobs may vary throughout GA, NC, SC, FL, KY, AL, MS, and TN. F. Herein. Information submitted must be in sufficient detail as to allow for a thorough government review of firm's interest and capabilities. The government reserves the right to set this acquisition aside for Small Business, HUBZone, Service Disabled Veteran Owned Small Business, Woman-Owned small business, or Small Disadvantaged Business firms based on the responses it receives. This Sources Sought notice is issued for planning purposes only, and does not constitute a solicitation for proposals, offers, bids, and/or quotes. This is not an announcement of a forthcoming solicitation, or confirmation that the Government will contract for the items contained in this Sources Sought, nor is any commitment on the part of the Government to award a contract implied. Responses to this notice will assist the government in identifying potential sources in determining if a set-aside of the solicitation is appropriate, and in determining whether or not this approach to securing contracting support is practicable. Respondents are advised that the government will not pay for any information or administrative cost incurred in response to this Sources Sought. Responses to this Sources Sought will not be returned. Proprietary information and trade secrets, if any, must be clearly marked. All information received that is marked Proprietary will be handled accordingly.
