- The U.S. Fish and Wildlife Service (USFWS) requires an experienced Contractor to provide Federal retirement & benefits individual counseling sessions at various locations within the geographic limitations of the USFWS Southeastern Region area of responsibility. This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures & FAR Part 15, Contracting by Negotiation. The associated North American Industrial Classification System (NAICS) code for this procurement is 541612 with a small business size standard of $7.0 Million. Any quotations received from concerns other than small businesses will not be considered for award. The solicitation number for this requirement is F12PSJP001 and it is being issued as a Request for Quote (RFQ). The solicitation documents and incorporates provisions and clauses that are in effect through the Federal Acquisition Circular (FAC) 2005-56. Solicitation will be available electronically on or about 04/10/2012 at www.fbo.gov and www.fedconnect.net. To be eligible for award, Offerors must be registered in the Central Contractor Registration (CCR) database via website: http://www.ccr.gov, and have completed the Online Representations and Certification (ORCA) at website: https://orca.bpn.gov. Potential Offerors are responsible for monitoring www.fbo.gov and www.fedconnect.net for the release of the solicitation or any other pertinent information. USFWS will not provide paper copies of the solicitation. Responses to RFQ will be due on April 24, 2012 at 10:00 a.m. EST. The anticipated award date of the contract is April 30, 2012. Quotes can be mail or hand carried to the following address: U.S. Fish & Wildlife Service Contracting and Grant Services DivisionAttn: Jamese Promise1875 Century Blvd, suite 310Atlanta, Georgia 30345 No emailed or faxed quotes will be accepted. Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform System (IPP). The IPP website address is: https://www.ipp.gov. The Contractor must use the IPP website to enroll, access and use IPP for submitting requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the contracting officer. Any questions regarding this solicitation must be submitted five (5) days prior to the due\closing date of the solicitation by email to the point of contact below. The Government will make award to one (1) Offeror submitting the lowest priced technically acceptable offeror who is a responsible Contractor. The Government will first review un-priced technical quotes to determine which are acceptable to the Government. This notice does not obligate the government to award a purchase order nor does it obligate the government to pay for any quotes preparation costs.
