- Sources Sought Title: ASC Public Affairs Exhibits Program This is a Sources Sought Notice (SS). This is not a solicitation for proposals, proposal abstracts or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified contractors to research, plan, and execute displays for the Army Sustainment Command (ASC) Public Affairs Office (PAO). Interested parties should respond by providing a Capability Statement, see paragraph entitled "Capability Statement/Information Sought" on page 3. Purpose and Objectives: The requiring activity is the Army Sustainment Command Public Affairs Office. The ASC PAO is responsible for ensuring ASC command information campaign supports the Army's Strategic Communication programs which are aligned with Army efforts to support Soldiers and Families, prepare the force for ongoing operations worldwide, reset Army units as they cycle through deployments and transform the Army for an era of persistent conflict. ASC is required to keep numerous and diverse internal and external audiences and stakeholders, including Congress, Office of the Secretary of the Army, other Army and joint forces leaders and organizations, and the communities surrounding ASC units, informed about all aspects of ASC, its role as the Army Materiel Command's Operational Arm to the Army, its programs and ongoing operations. ASC integrates and synchronizes Army Materiel Command's capabilities. Therefore, the Contractor must be able to conceptually develop and implement communication strategies, processes and products for this effort. The Government requires contracted assistance to provide required display and exhibit expertise for two large exhibitions: the Association of the U.S. Army Annual Meeting & Exposition in October and the AUSA Winter Symposium and Exhibition in February. The ASC Contractor is required to continue developing support services which shall include: interactive and technically innovative displays to use within the larger Army Materiel Command exhibit. The Contractor must understand ASC and its subordinate brigades/battalions' communication challenges and a mission that involves high-visibility issues, global programs, and the absolute requirement to support Soldiers, Civilians and Families. Project Requirements: This task requires the contactor to provide planning, research, expertise and implementation of innovative and interactive displays to include in the AMC exhibits for the AUSA annual and winter exhibitions, as well as support services, to include shipment, installation, teardown, and display maintenance before, during, and after the show. ASC develops, in effect, mini exhibits within the larger AMC exhibition area, to include not only interactive displays, but physical builds to enhance the ASC experience. The Contractor shall develop experiences that educate internal and external audiences about Army Sustainment Command's missions and programs within AMC's main themes of: People are Our Army; Nation's Force of Decisive Action - Ready Today, Prepared for Tomorrow; and Meeting the Needs of the Nation, as well as the themes and messages pertinent to future exhibits. The Army Sustainment Command has always provided interesting, innovative, educational and interactive displays for the AMC exhibits. We are looking for companies that can help us continue to provide this same standard in future AMC exhibits. The contractor must display the following capabilities: Interactive technical displays: The contractor must have the technical expertise to program interactive computer, electronic displays that allow the audience to drill down at least three levels to illustrate ASC programs, using touch screen or pinch technology. The programming must be of the highest industry standards. The graphics for these displays must be visually interesting, educational, and able to draw the viewer into the exhibit. The Contractor does not have to have Department of Defense organizations as its primary customer base, but must have experience with what government exhibitors can and cannot do based on regulations and law. Physical displays: The Contract must have the expertise to surround the interactive electronic display with a physical look that complements the display's theme. Physical displays in the past have included a Vietnam War-era supply tent, the front of a Humvee, and a futuristic "portal." Special effects: The "wow" factor in an ASC display generally comes from the special effects that draw visitors into the display. Some special effects used by ASC include, but are not limited to, a hologram; a animated figure dressed as a Vietnam-era soldier that speaks to the audience; a pedestal that visitors use to control the interactive presentation inside the portal. Some of the special effects ASC has used in the past are also available at museums, theme parks and large corporate displays throughout the world. ASC is always looking for new ways to tell its story, so the special effects expertise shown in a Source Sought must be unique. The requirements and limitations for a Contractor are as follows: Timelines: A Contractor must be flexible and be able to adjust to very short deadlines based on higher headquarters schedules. In some situations, the contractor must be able to produce a high-quality display based on the contract proposal in less than 30 days. Space limitations: The Contractor must be able to produce an interactive display within the AMC corporate exhibit. The usual space limits within the exhibit for each subordinate command is approximately 10'X5' to 10'X10'. Higher headquarters requirements: Display designs may have to be adjusted based on Army Materiel Command requirements. This could mean changing elements of a display in a short period of time to accommodate space limitations and changes in themes and messages. Cost: The contractor must be able to produce a display within ASC public affairs budgetary limitations. Funding is generally obtained and approved before contract award. The cost is approximately $70,000 per show. Capability Statement/Information Sought: Respondents must provide, as part of their responses, information concerning each of the project requirements listed above along with (a) staff experience, including their availability, experience, and training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capabilities; and (e) examples of prior completed Government contracts, references, and other related information. Other requirements include: demonstrated ability by the Contractor to meet potentially tight deadlines, and demonstrate that the Contractor knows the laws and policies regulating government exhibiting. Interested qualified contractors should submit a tailored capability statement for this requirement as well as a Rough Order of Magnitude (ROM) price, not to exceed 25 single-sided pages (including all attachments, resumes, charts, ROM, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above. Respondents must also provide a copy of Central Contractor Registration (CCR) that reflects Data Universal Numbering System (DUNS) number, Commercial and Government Entity (Cage) code. All responses must be received by the specified due date and time in order to be considered. No telephonic or hard copy responses will be considered or accepted. Additionally, all questions must be submitted in writing via email to the same addresses above.
