Description
The Connecticut Veterans Affairs Healthcare System located at 950 Campbell Avenue, West Haven, CT intends to release Solicitation VA-241-12-Q-0616 for Off-Site Parking. The full solicitation will be posted on FEDBIZOPPS www.fbo.gov on or about April 10, 2012. The applicable NAICS code will be 812930. Performance period is April 1, 2012 through September 30, 2012, with the uncertain possibility of 1 six month option period. This is a pre-solicitation notice synopsizing an upcoming RFQ solicitation to satisfy the requirements of FAR 5.201 and 5.203. The Contracting Officer will not be able to answer any questions to this notice until a solicitation is issued. All interested parties should register via FEDBIZOPPS interested vendors list. It is the responsibility of the offeror to monitor and download amendments from FebBizOpps which may be issued to this solicitation. In accordance with FAR 52.204-7, Required Central Contractor Registration (CCR) in accordance with FAR 2.101,VAAR 802.101, VetBiz Registration, prospective firms must be registered in CCR (www.ccr.gov) and in the VetBiz (www.vetbiz.gov) databases prior to award (Note: Effective October 1, 2010, all solicitations issued in accordance with the Veteran's First Contracting Program requires all contractor's be VERIFIED by the Office of Small Disadvantaged Business Utilization's Center for Veteran's Enterprise (CVE) prior to receiving an award under the program). SCOPE OF WORK: Successful service provider will provide 99 parking spaces in close proximity (1 mile radius) to the VA Medical Center, West Haven, CT. Monday through Friday, 6:30 AM to 6:00 PM, and defined by the below specifications for a period of six (6) months (April 1, 2012 through September 30, 2012) with the uncertain possibility of an option for one (1) additional 6 month period. BACKGROUND: The VAMC West Haven, Connecticut suffers from a shortage of parking for both patients and staff. The Medical Center intends to provide relief from this shortage by providing parking services off-campus as an interim measure. SPECIFICATIONS: The following lists the specific requirements for the parking area: 1.Parking area shall be paved and striped for 99 contiguous (single location) spaces of standard width and depth (9'x18'). 2.Parking area shall be located within a 1 (one) mile radius of the VAMC Campus. Radius approximately bounded by Main St. (South), Meloy Rd. (West), Allingtown Community Center (North), and Ella Grasso Blvd (East). 3.Services shall include snow removal and any landscaping maintenance as required. 4.Parking area shall have easy entry/exit to local/state road system. 5.Parking area shall be lighted so as to provide coverage of 100% of the area, utilities paid by owner. 6.Parking area shall be well graded, no low depressions which can cause puddling and/or freezing during inclement weather. 7.Parking area shall be provided with an established perimeter. 8.The entrance and exit to the lot shall be equipped with a swing gate system or such security as the service provider shall provide so that only allowable (VA employees, patients or visitors) can use the parking services. Service provider shall provide signs identifying lot and parking restrictions to be determined by the VA (or an allowance for the same). Signs shall be in accordance with VA Design Guides (PG-18-12), Signage. 9.Should any work be required to be done to the lot prior to occupancy, service provider is responsible for meeting all governmental regulations and obtaining any and all permits required. This includes any Storm Water Management issues or lot configuration changes. 10.Removal of snow and or winter hazardous conditions shall be accomplished off hours however service provider shall provide snow removal during in-climate conditions so that no more than two(2) inches are allowed to accumulate at any given time. Application of ice inhibiting solutions shall be appropriate to reduce and or eliminate ice or icy conditions safe for foot traffic and to prevent slips and falls from occurring in the event that frozen precipitation or melting has occurred.
