- NASA/KSC has a requirement for telemetry asset services for NASAs Launch ServicesProgram (LSP) in support of the Pegasus IRIS launch in accordance with the attachedStatement of Work and the approved Justification for Other Than Full Competition. Raytheon Company is only known United States commercial business that has the capabilityto provide airborne and seaborne deployable telemetry services. The specifications anddrawings are linked above or may be accessed athttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=.The Government intends to acquire a commercial service using FAR Parts 12 and 13.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:00 P.M. local timeon April 25, 2012. Organizations submitting capabilities and qualifications must containadequate detail and supporting documentation in their submittal. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the Government.Oral communications are not acceptable in response to this notice. All responsiblesources may submit an offer which will be considered by the agency.This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested not later than 2:00 P.M. local time on May 1, 2012, and a written solicitationwill not be issued. Offerors are required to use the On-Line RFQ system to submit theirquote.The On-line RFQ system is linked above or it may be accessed athttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required byFAR Subpart 12.6 is included in the on-line RFQ. It is the quoter's responsibility tomonitor this site for the release of amendments (if any). Potential quoters will beresponsible for downloading their own copy of this notice, the on-line RFQ and amendments(if any).Questions regarding this acquisition must be submitted in writing (e-mail is preferred)no later than April 25, 2012.
