Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The Government intends to purchase a minimum quantity of three (3) to a maximum quantity of six (6) new cargo, flatbed, trucks for Atsugi, Sasebo and Okinawa, Japan. The Government also intends to purchase a minimum of one (1) to a maximum of two (2) multistep, step van trucks for Yokosuka, Japan. All the vehicles shall be right hand drive and shall comply with Japanese Motor Vehicle Safety Standard, including but not limited to exhaust emission control requirements. These vehicles will be used by the U.S. Government for transporting personnel/cargo. Specifications for these vehicles will be indicated in the solicitation. The vehicles shall be delivered at the delivery point indicated in the solicitation no later than 30 September 2012 after issuance of the award; FOB Destination for various locations in Japan. The solicitation will be available on or about 19 April 2012. The solicitation requires offerors to submit a technical proposal (technical capability and past performance information) and a price proposal for evaluation by the Government. All offers shall be in the English Language and priced in Japanese Yen. The Government will award a contract resulting from the solicitation to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government may award this contract to more than one contractor if it is determined to be in the best interest of the Government. The Government will give fair consideration to all Offerors based on criteria stated in the solicitation. Paper solicitation will not be issued. It is the offeror ™s responsibility to view and/or download the solicitation from the AsiaNECO website at https://www.asia.neco.navy.mil/, or from Federal Business Opportunities website at https://www.fbo.gov, when it becomes available.
