Description
The Defense Logistics Agency (DLA) Troop Support, Clothing and Textiles (C&T) Directorate, anticipates the award of a Fixed Price Service contract for Third Party Logistics (3PL) support. DLA Troop Support provides integrated logistics solutions for military apparel items utilized by the military services to support recruit inductions and replenishments. This initiative is a proposed follow-on to DLA Troop Support's current U.S. Army 3PL program. The 3PL program focuses on military clothing items and will utilize the enhanced logistical support of a 3PL provider to furnish warehousing, storage, inventory management and distribution functions for DLA Troop Support, U.S. Army, and other military customers as needed. The 3PL Contractor will not be responsible for requisitioning clothing from the manufacturing community. Rather, DLA Troop Support will procure the replenishment quantities and advise manufacturers to ship directly to the Contractor. The apparel to be stored will be Government owned materiel. The current program procedures are as follows: The 3PL contractor receives apparel shipments daily from U.S Government supply depots and/or commercial clothing manufacturers; stocks the items; and ships directly to C&T customers as instructed. The acquisition will be conducted in accordance with FAR Part 12 - Acquisition of Commercial Items. The solicitation will be issued as a negotiated acquisition with full and open competition on an unrestricted basis. The resultant contract will have a three (3) year base period with options to extend the term for four (4) one-year option periods. The maximum contract period is for seven (7) years. The Government anticipates the following Annual Estimated Quantity (AEQ) of Material Release Order (MRO) - i.e. requisition - quantities for the base period and each term option period. Contract Period MRO Quantity Three-year Base Period 900,000 Option Period One (yr 4) 300,000 Option Period Two (yr 5) 300,000 Option Period Three (yr 6) 300,000 Option Period Four (yr 7) 300,000 The items to be supplied consist of Army Recruit Clothing items consisting of Dress Coats, Slacks, Shirts, Undergarments, Shoes, Caps, Physical Fitness Apparel, etc... along with various other Clothing and Textile items primarily found under Federal Supply classes including but not exclusively (FSC) 8315, 8405, 8415, 8420, 8430, 8440, 8465, & 7210. The technical factors to be evaluated for this acquisition are: 1) Inventory and Distribution Management, 2) Past Performance, and 3) Socioeconomic Support. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the Central Contractor Registration (CCR) system. 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their CCR registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance).
