- Synopsis: The Missile Defense Agency (MDA) intends to award a sole source, firm fixed price contract to WALES, Ltd., on or about 31 October 2012. The proposed period of performance is for a base period of one-year with four one-year options and with a potential value of $11,500,000. This is a follow-on effort to MDA contract HQ0006-08-C-0005 to continue system architecture definition and evaluation, mission requirements, threat updates, system optimization, assessment of various critical technical issues affecting defense system performance, sensitivity studies and analyses, and conformance of related cooperative program activities for the ISA&I program. The studies and analysis to be performed with the ISA&I program include the identification, evaluation and ranking of alternative defense system architectures for improving the Israeli Missile Defense Systems. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c)(1), and Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii), where the services required by MDA are for highly specialized, follow-on services available only from the original source. WALES, Ltd., because of the unique nature of a U.S.-Israeli cooperative effort, is deemed to be the only responsible source for providing the services. The Israel Ministry of Defense (IMOD) and the Israel Missile Defense Organization (IMDO) have permitted WALES, Ltd. unique access to Israeli classified data and information required for the performance of this activity. No other source has the necessary access to classified Israeli missile defense technology and concepts of operation critical to fusing U.S. BMDS and IMDO capability into products suitable for consumption by the Israeli and U.S. Governments. This notice is not a request for competitive offers and a solicitation will not be issued. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the government. Oral communications are not acceptable response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. Responses must be received no later than 27 May 2012, 3:00 p.m. CT.
