Description
The government anticipates awarding a Cost-Plus Fixed Fee (no fee will be allowed on materials, travel, or consultants), Five-Year, Indefinite Delivery/Indefinite Quantity (IDIQ) with task orders type contract, with the Georgia Technical Research Institute (GTRI), a Department of Defense (DoD) University Affiliated Research Center (UARC). This proposed acquisition will predominantly buy expertise in the form of labor hours. The overall scope of this requirement is to obtain state of the art technology research from this unique specialized UARC, including: technology insertion planning and execution; development of research and engineering strategies to mitigate risk in aviation and missile systems and technology programs; design and development of hardware and software models and performance of technology and engineering analyses, including systems engineering to support design, development, interoperability and testing of unique technological hardware and software at the component, subsystem, and system level; and quantification of corresponding impacts on composite system performance. The GTRI, due to its status as a DoD UARC, also possesses specialized knowledge to investigate and recommend modifications to strategic and operational planning and command policy, including but not limited to issues concerning: command and control, global strike, information operations, global missile defense and Communications, Intelligence, Surveillance and Reconnaissance (C4ISR). The contractor shall be requested to conduct technological research to identify technology gaps, conduct specialized technological research to meet specific technology needs, transition maturing technologies to production, and provide quantitative data to support critical program and project performance goals. The proposed period of performance is award of contract through 5 years. Based on market research, the government is not utilizing the policies contained in Federal Acquisition Regulation (FAR) Part 12. Authority cited: Statutory Authority Permitting Other Than Full and Open Competition for this requirement is 10.U.S.C. 2304 (c)(3)(B), as implemented by paragraph 6.302-3(a)(2)(ii) of the FAR, which allows for the use of non-competitive procedures in order to establish or maintain an essential engineering, research, and/or development capability provided by an educational or other nonprofit institution. This requirement will be sole sourced to Georgia Technical Research Institute (GTRI), Cage Code: 1FEZ4, 505 Tenth Street, Atlanta, GA 30332-0420. GTRI is uniquely qualified to perform this effort, as they possess unique facilities and interdisciplinary laboratories (many of which are one-of-a-kind), not found elsewhere in the United States. GTRI is the only UARC source determined to possess the essential engineering, research and development capabilities required to accomplish the entire proposed Performance Work Statement.
