Description
Response is provided to the following questions received in regard to Roads Construction Project FAIR 1(3): QUESTION 1: On sheet 22 of 57 of the drawings, note 4 states the following: Apply penetrating water repellant treatment to all exposed surfaces of the barrier railing. See finishing concrete note on bridge notes and design data sheet. There is also reference in the specifications to a type 6 (color) finish; however, no color or specific product guidelines are provided. Please advise. RESPONSE: Contractors should be familiar with different types of water repellants and concrete sealants. There are many brands to choose from. The color will be selected after submittal of a color pallet. This also is something that an experienced Contractor will know how and where to obtain this product. QUESTION 2: On sheet 23 of 57 of the drawings, note 2 states that: The color of the vinyl coating shall be as specified by the C.O. Is it possible to provide a baseline reference for this color for bidding purposes? RESPONSE: The Government will select the color after a color pallet has been submitted for approval. The Contractor needs to bid on what his supplier quotes him for all different colors. Color preference is for brown or redwood. QUESTION 3: Could you please clarify how many layers of A-Jacks are required for the subject matter project? Sheet 27b of the documents does not give that information. RESPONSE: The A-jacks are one layer at 24 inches units. QUESTION 4: Under I.76, 52.236-01 Performance of Work by the Contractor states "The contractor shall perform on the site and with its own organization fifteen (15%) percent of the total amount of work to be performed under the contract." Question: Is the government going to enforce this regulation for this contract? RESPONSE: FAR Clause 52.236-01 is provided in its entirety as follows: "Performance of Work by the Contractor (Apr 1984). The Contractor shall perform on the site, and with its own organization, work equivalent to at least Fifteen (15%) percent of the total amount of work to be performed under the contract. This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government." Yes - the Government shall enforce the FAR 52.236-01. The Prime will reflect in their Subcontracting Plan how they intend to perform 15% of the work. Amendment No. 2 will be issued and posted on fbo.gov this date to add FAR Clause 52.219-9 Small Business Subcontracting Plan to Solicitation document No. A12PS00522 - which is the base clause for the ALT 1 Clause which currently is in the solicitation document.
