- Description
- The Bureau of the Public Debt, on behalf of Federal Housing Finance Agency, Office of Inspector General (FHFA OIG) intends to negotiate and award on a non-competitive basis a simplified acquisition in accordance with FAR subpart 13.5 to Microsoft for professional services identified herein. Background: FHFA OIG was recently established by law to provide independent and objective reporting to the Federal Housing Finance Agency (FHFA). FHFA OIG's mission is to promote the economy, efficiency, and effectiveness of FHFA's programs; to assist FHFA in the performance of its mission; to prevent and detect fraud, waste, and abuse in FHFA's programs; and to seek sanctions and prosecutions against those who are responsible for such fraud, waste, and abuse. As part of this, it is vitally important that they run independent of the main FHFA infrastructure as quickly as possible. FHFA OIG has completed Phase I, finalizing Phase II of Microsoft Office 365 Cloud solution based upon the latest versions of Microsoft Technologies (Exchange 2010, SharePoint 2010 and Lync). Phase III requires additional architecture and engineering services in support of the final construction and deployment of its new cloud information technology network infrastructure and systems. This cloud technology is so new and advanced that only Microsoft is capable to perform Phase III support services. These services are contingent for FHFA OIG to run independently from FHFA. Phase III must begin immediately and the cloud knowledge and skill sets that the Microsoft engineers have by working in the FHFA OIG infrastructure will enable the implementation to proceed without delay. No solicitation document is available. BPD will consider all affirmative responses received no later than April 23, 2012. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement, at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written response is received, that clearly demonstrates the ability to meet all the requirements, and that is more advantageous to the Government, we intend to make a sole-source award to Microsoft. Electronic submissions must be received no later than 2:00pm ET, April 23, 2012. Late responses will not be accepted or evaluated.
