- The Defense Weather Satellite Directorate will be holding an Industry Day from 1:00pm to 3:00pm on 25 April 2012 for prospective offerors interested in a forthcoming solicitation for research proposals regarding environmental weather sensing capabilities; widest industry participation is highly encouraged. For this acquisition, the anticipated NAICS code is 541712 with a standard size of 1000, and PSC (Product Service Code) AC23. The Industry Day will be held at the Space & Missile Systems Center, Los Angeles Air Force Base, Gordon Conference Center, Bldg 270, 483 N. Aviation Blvd, El Segundo, CA 90245. This announcement is for information and planning purposes only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice. All interested parties are invited to attend this Industry Day where the Government team will present a Weather Satellite Follow-on (WSF) Risk Reduction project overview and objectives. The purpose of Industry Day is to inform interested parties of the upcoming solicitation for technical/cost proposals for environmental weather sensing capabilities concerning the following areas: • Electro-Optical/Infrared (EO/IR) sensor technology with or without Low Light Imaging (LLI) capability o EO/IR capability satisfies the primary DMSP mission requirements and continues as a component in any future space-based weather collection architecture o Emphasis will be placed on capability demonstrations including, but not limited to, prototyping to advance technical readiness • Atmospheric Sounding/Microwave (MW) sensor technology o Atmospheric sounding and MW sensor capability is critical to addressing and satisfying crucial war fighting atmospheric and ground/ocean state sensing needs beyond EO/IR including the all-weather capability to see through clouds o Microwave Sensor technology investments to provide capability demonstrations including, but not limited to, prototyping to advance technical readiness. • System and Spacecraft o System and spacecraft investments will be critical to demonstrating the space-ground trade space, understanding any changes to the forecasting capability, and providing innovative and affordable space-based weather monitoring, including lower cost bus and launch solutions o Emphasis will be placed on capability demonstrations including but not limited to full-scale and sub-scale demos (e.g. optical data handling and processing), prototypes, modeling & simulation, and requirements analyses and design synthesis o These activities provide a foundation for a government reference architecture requirement for acquisition phase The Government is also inviting industry to participate in one-on-ones from 7:00am to 5:00pm on 26-27 April 2012. Potential offerors will have twenty (20) minutes to have a private discussion with the Government. Please submit the request with up to three preferred time slots (For example - 8-8:30am on 26 April 2012 or 2:30-3pm on 27 April 2012.) Potential offerors MUST schedule with the Government by 4:00 pm PST on 23 April 2012. Potential offerors must submit their request to have one-on-ones by contacting Mr. Albert Yeh. A subset of the current program-developed acquisition documents will be made available on the WSF Bidder's Library (registration information in next paragraph). Questions will be collected both before and during the Government-Industry Question and Answer session at this presentation. Any inputs or questions prior to Industry Day shall be submitted to the Contract Specialist Mr. Albert Yeh at albert.yeh@losangeles.af.mil. Questions must be marked appropriately; justification must be provided for any portion marked as proprietary or for other restrictions on their use. Following Industry Day, the collective non-proprietary questions and responses will be consolidated and posted to the Bidder's Library, which will be made available after the event. All further communications will be posted to the WSF Bidder's Library. Contractors may request access to the Bidder's Library (made available after Industry Day) by contacting Mr. Albert Yeh at albert.yeh@losangeles.af.mil or at (310) 653-2397. Seating is limited and registration is required for attendance. Potential offerors are limited to six (6) representatives. Additional representatives may be allowed if requested in advance and approved. Participation from qualified small businesses interested in prime contract opportunities is highly encouraged.
