Description
This is a SOURCES SOUGHT NOTICE, pursuant to FAR Part 10 (Market Research) and is not a pre-solicitation notice or solicitation for proposals/quotations. This synopsis does not constitute a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Any information provided by the Government at this time is preliminary and may be updated or changed prior to release of a formal RFP. It is anticipated that this work will begin in fiscal year 2012. Background: As part of the Department of Navy and Department of Defense ™s śInformation Dominance ť mission, and to support in the analysis of computer media that are obtained during the course of law enforcement and defense operations, the Naval Postgraduate School (NPS) frequently encounters computer media that contain fragments of digital video files that have been partially overwritten. Such files cannot be processed by normal computer video players. Need: NPS is in need of software that can find fragments of digital video files in a variety of formats and encapsulate the video into playable video files. In particular, software is needed that can recognize video in the FLV and MPEG formats. The software must further be able to extract all existing metadata from the video and store that metadata in a form that can be readily processed by other tools. Existing solutions, such as NFI Defraser (http://sourceforge.net/projects/defraser/), have software dependencies that make them unusable in many environments. (Defraser in particular is based on the Microsoft Windows Media DLLs and as such cannot run on non-Windows operating systems). NPS is seeking software that is delivered as Free Open Source Software (FOSS) with either no copyright license (public domain), or software that is licensed under the GPL, LPGL, BSD 3-Clause, or a license approved by the Open Source Initiative. Software that results from this project may be embedded into the NPS bulk_extractor program. Submission of information: Please respond by e-mail to mjwhite@nps.edu with the following: (a) a positive statement of your intention to submit a bid for any related solicitation as a prime contractor, to include business size and, if applicable, your small business status; and (b) evidence of experience in similar projects/services to include contract numbers, project titles and dollar amounts, points of contact and telephone numbers. At least two references are requested, but more are desirable.
