Description
This is a SOURCES SOUGHT NOTICE, pursuant to FAR Part 10 (Market Research) and is not a pre-solicitation notice or solicitation for proposals/quotations. This synopsis does not constitute a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Any information provided by the Government at this time is preliminary and may be updated or changed prior to release of a formal RFP. It is anticipated that this work will begin in fiscal year 2012. Background: With the unveiling of Windows Embedded CE 6.0 in November 2006, Microsoft announced the introduction of a new proprietary file system called śexFAT ť. exFAT represents a drastic improvement over the old FAT32 file system, notably in terms of limits total volume size (32GB for FAT32 against 128PB for exFAT), file size (4GB for FAT32 against 16EB for exFAT), or maximum number of files on the volume). While its adoption is still in progress, this new file system is already appreciated for its many advantages over other typically used ones, including NTFS, when used on devices that use flash memory. exFAT is currently available on Windows XP (with patch), Windows Vista SP1, 7 and Windows Server 2008 (SP1 and SP2). Mac OS X 10.6.5 also supports exFAT (although there seems to be incompatibility issues between systems formatted on Mac vs. PC). Linux support of exFAT depends on additional software discussed below. As part of the Department of Navy (DON) and Department of Defense ™s śInformation Dominance ť mission, the Naval Postgraduate School is in need of software that can understand the file system structures of Microsoft ™s exFAT file system, as media that implies the Need: As part of DON and DOD ™s śInformation Dominance ť mission, NPS is developing software that needs to be able to read devices formatted with exFAT. Such support needs to be transparently implemented into The Sleuth Kit, an open source forensic tool kit. Support needs to be integrated into SleuthKit and made freely available using similar license terms. NPS is looking for either an existing exFAT implementation for SleuthKit. Failing that, NPS is interested in contracting the development of exFAT, such contracting to include the development of an implementation, the development of test data to test the implementation, the development of a regression test, and the integration of all resulting software into the current SleuthKit framework. NPS is seeking software that is delivered as Free Open Source Software (FOSS) with either no copyright license (public domain), or software that is licensed under the GPL, LPGL, BSD 3-Clause, or a license approved by the Open Source Initiative. At least two references are requested, but more are desirable.
