- This is a SOURCES SOUGHT NOTICE, pursuant to FAR Part 10 (Market Research) and is not a pre-solicitation notice or solicitation for proposals/quotations. This synopsis does not constitute a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Any information provided by the Government at this time is preliminary and may be updated or changed prior to release of a formal RFP. It is anticipated that this work will begin in fiscal year 2012. Background: As part of the Deparment of Navy and Deparmtent of Defense ™s (DOD) śInformation Dominance ť mission, the Naval Postgraduate School (NPS) is working with organizations within DOD that frequently exploit captured cell phones. NPS has been funded by some of these organizations to improve the current state-of-the-art of cell phone exploitation technology. Need: NPS is in need of software that can analyze physical memory dumps of cell phones and automatically find and decode structured information such as call logs and chat messages. The technology must work with phones that have been previously unanalyzed. The technology must work with information that is both in text and in binary format. Submission of information: Please respond by e-mail to mjwhite@nps.edu with the following: (a) a positive statement of your intention to submit a bid for any related solicitation as a prime contractor, to include business size and, if applicable, your small business status; and (b) evidence of experience in similar projects/services to include contract numbers, project titles and dollar amounts, points of contact and telephone numbers. At least two references are requested, but more are desirable. Disclaimer and Important Notes: Regardless of the information obtained from this Sources Sought Notice, the Government reserves the right to consider any arrangement as deemed appropriate for this requirement. No proprietary, classified, confidential or sensitive information should be included in your response to this Sources Sought Notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation.
