- This is a SOURCES SOUGHT NOTICE, pursuant to FAR Part 10 (Market Research) and is not a pre-solicitation notice or solicitation for proposals/quotations. This synopsis does not constitute a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Any information provided by the Government at this time is preliminary and may be updated or changed prior to release of a formal RFP. It is anticipated that this work will begin in fiscal year 2012. Background: As part of the Department of Navy (DON) and the Department of Defense ™s (DOD) śInformation Dominance ť mission, the Naval Postgraduate School (NPS) has developed an open source program called śbulk_extractor. ť This program is used in both research and education as a testing and development environment for computer forensics algorithms. The program is also used operationally to assist the DON and DOD in a variety of mission tasks. Need: Currently bulk_extractor uses GNU Flex and GNU REGEX for performing regular expression searches. Neither of these programs are Unicode-aware. Since a growing number of subject media contains Unicode, NPS is in need of new code for bulk_extractor that can readily recognize Unicode strings. NPS is looking for a replacement for GNU Flex and GNU Regex to allow upgrading of bulk_extractor ™s scan_email, scan_acct, and scan_find modules so that all searched strings are automatically searched in all relevant Unicode and legacy encodings. NPS is also looking for a replacement for GNU Regex that allows multiple regular expressions to be compiled into a single finite state machine. The resultant code must be freely releasable as open source code so that end-users can freely download the bulk_extractor source code from the Internet, compile and use the program, without having to obtain additional licenses. Users must be able to modify the regular expressions when bulk_extractor is compiled. Users must also be able to provide additional regular expressions when bulk_extractor is run. The finite state machines produced must run with any kind of arbitrary input and must not crash. Compile time for bulk_extractor must remain under 3 minutes. Submission of information: Please respond by e-mail to mjwhite@nps.edu with the following: (a) a positive statement of your intention to submit a bid for any related solicitation as a prime contractor, to include business size and, if applicable, your small business status; and (b) evidence of experience in similar projects/services to include contract numbers, project titles and dollar amounts, points of contact and telephone numbers. At least two references are requested, but more are desirable.
