Description
NOTICE OF INTENT TO SOLE SOURCE -- This procurement action is being conducted under FAR 6.302-1 with the authority of 10 U.S.C. 2304(c)(1), as only one responsible source and no other supplies or services will satisfy the requirement; therefore, proposals cannot be submitted directly on this notice. The US Army Corps of Engineers, Sacramento District, intends to award a contract modification/s to construction contract number W912DR-10-C-0094 with Balfour Beatty/DPR/Big D, a Joint Venture (BDB), to provide planning for and facilities operations and maintenance services for deliverables 1 and 2 of the Utah Data Center (UDC), located on Camp Williams, Utah for a period of approximately one year, from 20 AUG 2012 through 19 AUG 2013. This action will increase the contract value by an estimated $8 million. The UDC construction project includes multiple facilities that are being completed with varying completion dates. The first facility's anticipated completion date is 20 AUG 2012 and the final facility's anticipated completion date is 20 SEP 2013. The purpose of the modification is to have the current construction contractor provide for essential facilities operations and maintenance services on facilities, as they are completed, until all facilities included in the construction project are complete, at which time a more comprehensive and competitively sourced facilities operations and maintenance contract will be in place. The solicitation for the comprehensive service contract should be issued by September 2012 in accordance with normal NSA acquisition practices available at NSA.GOV. BDB will provide services under the construction contract as modified to transition the facilities operations and maintenance services to the new comprehensive service contractor. The modification/s will include FAR Clause 52.217-8 Option to Extend Services to allow an extension of up to six months in the event of a delay in the award of the more comprehensive facilities operations and maintenance contract due to required negotiations, protest resolution, or other unforeseen circumstances. Interested persons may identify their interest and capability to respond to this requirement. This notice is not a request for competitive proposals, however, all information received within fifteen days after publication of this notice will be considered by the Government. The modification would be a firm-fixed-price action for facilities operations, maintenance. BDB will perform 1) operations, 2) maintenance, and 3) services (daily cleaning and trash services) at the UDC in order to exercise and protect equipment and all facilities in accordance with the manufacturer's recommendations (not covered under current warranty and or commissioning services). Infrastructure, equipment, and grounds shall be serviced and protected in order to prevent loss of any manufacturer's warranties and ensure successful turnover to the Government on or about 20 Aug 2013. As such, the Government will be unable to solicit a competitive contract for these services any earlier than September 2012. This notice of intent is not a request for competitive quotes, however, all information received by 5 May 2012 will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. All interested firms must respond by 5 May 2012. Firms interested in being considered shall provide information regarding their capabilities and experience to perform the requirements as well as past performance of similar work, to include project location and names and telephone numbers of customer points of contact. Experience shall include facilities operations and maintenance on comparable facilities of comparable size and complexity, as well as experience with other US Army or DoD organizations/installations facilities operations and maintenance systems. Written notification and supporting documentation regarding this action may be submitted in writing to: US Army Corps of Engineers, Sacramento District, ATTN: CECT-SPK (Patricia Benson), 1325 J Street, Sacramento, CA 95814 or patricia.benson@usace.army.mil. Responses must be received by (5 May 2012) 15 calendar days of publication of this synopsis. The Government will not pay for any material provided in response to this synopsis nor return the data provided in response to this Notice of Intent to Sole Source.
