Description
The U.S Customs and Border Protection (CBP) intends to award a sole source bridge contract to VF Solutions to provide continued access to non-military uniforms and supplies for CBP's National Uniform Program.This sole source award is being made under the authority of FAR 6.302-1-"Only One Responsible Source and No Other Supplies or Services will satisfy agency requirement." FAR 6.302-1 is being cited because there is only one responsible source able to meet the needs and infrastructure of a bridge contract on a cost and time basis. CBP has a need to supply uniforms and accessories for new hires at the various CBP academies every year and also provide uniforms and accessories for current uniformed personnel every year and these employees cannot perform their mission without adequate uniforms and accessories. This bridge contract will allow CBP to maintain continuity of operations of the CBP National Uniform Program while new acquisition efforts are underway to execute a DHS-wide strategic sourcing procurement vehicle to acquire non-military uniforms and equipment for DHS uniform personnel, and that of its partners. This action is not the result of lack of planning, but is needed to accomodate the coordination of requirements in support of DHS-wide strategic sourcing effort. The establishment of a DHS-wide sourcing vehicle for the acquisition of non-military uniforms has recently become a DHS Efficiency Action Directive and changed the current procurement strategy requirements from a CBP Uniform Program Contract to a DHS-wide sourcing vehicle, which requires addtional time to market and award. This synopis is being published for informational purposes only. Notice of intent is neither a request for competitive proposals or invitation to bid. No formal solicitation package is available.
