- ACQUISITION OF SERVICES IN SUPPORT OF OPERATIONAL POST DEPLOYMENT SOFTWARE SYSTEM (PDSS) CAPABILITY This is a Presolicitation Notice only; no proposals are being requested at this time. An industry day was held on 01 December 2011. No further Industry Day will be held prior to the RFP release. This is a SYNOPSIS for OPERATIONAL POST DEPLOYMENT SOFTWARE SYSTEM (PDSS) CAPABILITY services prepared in accordance with the format in FAR Subpart 5.207 as supplemented with additional information included in this notice and FAR Part 15. The Marine Corps Systems Command (MARCORSYSCOM) currently has a requirement to procure Information Technology based services for PDSS and associated activities. The proposed contract action seeks to competitively acquire the support for a new requirement for software deployment stemming from the current design development requirements addressed under contract M67854-07-F-4912 that was previously awarded to Oracle. It is anticipated that a single award under a Best Value determination will be made. The selected contractor shall meet or exceed the following objectives: Program Management, Systems Engineering, Production Support, and Transition Support that shall occur within the initial 90 days of contract inception. Once the solicitation has been posted, all responsible sources may submit a proposal, which shall be considered by the agency. The Marine Corps anticipates the contract to have Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) features with a 12 month base year, and four, 12 month option periods. The NAICS code for this effort is 541152. Award will be made to the responsible offeror whose offer represents the best value to the government, considering price and other factors. This procurement will be conducted using full and open competition. Evaluation factors will be set forth in the Request for Proposals (RFP). It is anticipated that RFP No. M67854-12-R-4682 will be issued within the next 60 days and will be posted on the internet at the Navy Electronic Commerce Online (NECO) website at http://www.neco.navy.mil, and the Federal Business Opportunities at: http://www.fbo.gov. The on-line version of the RFP will include all documents comprising the solicitation package. No hard copy of this RFP will be available. Amendments, if any, will be posted at the same location as the RFP. The complete RFP package, including amendments, should be downloaded and reviewed prior to submitting a response. Submission instructions will be included in the RFP, and will likely require the proposal be submitted in hard copy form as well as an electronic version. It is the responsibility of those responding to the RFP to obtain all amendments and/or other applicable documents. Offerors are instructed to hold all questions until the RFP has been issued. NO PHONE CALLS WILL BE ACCEPTED. ALL COMMUNICATION SHALL BE MADE VIA THE CONTRACTING OFFICE. PROSPECTIVE OFFERORS ARE CAUTIONED AGAINST UNAUTHORIZED COMMUNICATION WITH ANY OTHER GOVERNMENT PERSONNEL REGARDING THIS SOLICITATION.
