Description
The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for hardware and software maintenance services and follow-on support services for the existing Veterans Benefits Administration (VBA) Insurance Imaging System hosted and managed in Philadelphia, Pennsylvania. The TAC intends to award a sole source contract including a twelve (12) month base period with an additional twelve (12) month option period to MTS Software Solutions Incorporated (hereafter MTS), 225 Executive Drive, Suite 4, Moorestown, New Jersey 08057. The statutory authority permitting other than full and open competition is 41 U.S.C.253(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." MTS was responsible for the design and development and creation of the current imaging system under a proprietary, custom fit software package for the automated VBA Insurance Imaging system application in 1999. Although the system is comprised of standard commercial of the shelf (COTS) software and hardware components, customization of the system/application by MTS was necessary to satisfy VBA requirements. The application contains several of MTS's proprietary features such as a bar code label feature (which is a primary index for all documents) that can only be read by MTS's proprietary software which is interfaced and sent to the proper insurance employee for processing the file within the Veterans Information Callup Tracker and Request System (VICTARS). The proposed contract action for MTS hardware and software maintenance services will ensure that VBA Insurance specialists and staff members are able to process 14.6 million vital images of Veteran's insurance information stored in the current system and process insurance claims for payment, a vital service to our Veterans. This proposed contract action provides for support of the existing VBA Insurance Imaging system pending acquisition of development and implementation of a new system by VBA by the end of fiscal year 2013. The North American Industrial Classification (NAICS) for this effort is 541511 with a corresponding small business size standard of $25 million average annual revenue. The estimated date of award for this action is June 29, 2012. All responsible sources may submit a capability statement, proposal or quotation which shall be considered by the Agency Government.
