Description
This sources sought notice is issued in an effort to conduct additional market research for information and planning purposes only. The Government is soliciting information to determine the availability of firms capable of performing repair and overhaul to the F404 Series Actuator Servo Valve. The Fleet Readiness Center Southeast (FRCSE), Jacksonville, FL., requires repair and overhaul support for actuator servo valves (part number A28965-1) installed on F404 Fan Guide Vane Actuators. The actuator provides an output force and motion to a variable fan stator system in response to an integral fan stator actuator servo valve. The actuator is a single “ended uncushioned type, powered by engine fuel under pressure, and is capable of applying force in either the extend or retract direction. The component is equipped with a linear variable differential transformer (LVDT), which provides position feedback of the rod as a function of an electrical input signal. Fluid entering the actuator is ported to the electro-hydraulic servo valve, where depending upon the electrical input signal, flow will be controlled to extend or retract the actuator. Under zero input signals, the actuator is biased to extend. Return fluid is ported through the servo valve and out through the actuator housing. The Government will provide to the contractor servo valves with accompanying work orders requiring maintenance, repair, and/or overhaul service. The contractor shall return to the Government only repaired servo valves that are ready for issue (RFI). The contractor shall return valves to RFI condition by inspecting servo valves received, disassembling units, repairing and replacing parts, and assembling and testing units. All procedures shall be in accordance with specifications and documentation found in the Original Equipment Manufacturer (OEM) maintenance manual. No final commitment has been made to procure the stated requirement. Therefore, this sources sought notice should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. The North American Industry Classification System (NAICS) code applicable to this requirement is 336412 with a size standard of 1000 employees. Interested parties may submit a Statement of Capability for satisfying this requirement to the contact person below. It is imperative that the Statement of Capability address the Original Equipment Manufacturer ™s maintenance manual. This announcement is not a request for competitive proposals. Statement of Capabilities should include detailed technical/experience information and/or other informational literature demonstrating the ability to perform the above requirements, and business size in relation to NAICS 336412 via email to felicia.n.williams@navy.mil. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. Statement of capabilities in the form of website hyperlinks will not be accepted. No telephone requests will be honored. All information provided will become property of the U.S. Navy and will not be returned. Responses are requested no later than 27 April 2012 at 3:00 p.m., Eastern Time and should include a point of contact, telephone number, and email address.
