- The U.S. Department of Energy, Idaho Operations Office (DOE-ID), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b), with Route 1, 155 University Ave Toronto, ON M5H 3B7, for the purchase of: QTY, 75; MobiKEY Classic Devices QTY, 75; 1 year TruOFFICE subscriptions QTY, 1; EnterpriseLIVE-AG QTY, 1; EnterpriseLIVE-AG 1 Year Maintenance QTY, 1; MAP Annual Seat QTY 25; 1 Year TruOFFICE subscriptions for current MobiKEY devices Include cost of shipping. MobiKEY was developed and marketed by Route 1. Route 1 is the sole provider and developer of this technology. Therefore, Route 1 is the only responsible source. The MobiKEY device is a portable, smart card enabled computing device that is removable and secure that connects users to their DOE-ID computing workstation desktops. The connection capability resource must be from any internet enabled, Windows based computer and have the stringent authentication built into it to meet working and security requirements. The Device must have the following characteristics:Removable/transferable computing device; Allow users to securely access data remotely without communications packages or hardware; Clientless and driverless; Protect networks from viruses, malware and keyboard loggers; FIPS 140-2 certified; Must allow secure access to network and desktop applications; device will function on a wide variety of systems; Protected if device is lost or stolen; Centrally managed by DOE-ID. The product must have the following Security Requirements:Risk Management Framework documentation for all applicable IM resources that are used to process, manage, access or store information; secure configuration to applicable resources that are used to process, manage, access or store information; Protect confidentiality of transmitted information; Device must have cryptographic key establishment and management; Encryption will meet FIPS 140-2 requirements; Device must have Physical access control for all external service provider hardware that is processing ID IM information; Protect organization data; the Device will have 1024 to 4096-bit asymmetric keys and TLS 1.0 (SSL 3.1) 128-256 BIT AES encryption; device shall ensure integrity. Estimated cost is $31,550. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, any firm that believes it can meet the requirements may give written notification prior to the response due date. Responses are required to be submitted before April 27, 2012 at 1:00 p.m. Mountain Time via e-mail to wagonetl@id.doe.gov. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. DOE-ID does not intend to issue a formal solicitation for this requirement. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Telephone requests or inquires will not be accepted.
