Description
A market survey is being conducted by the US Army Corps of Engineers, New England District. The purpose of this survey is to determine the availability of Small, 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), and HUBZone concerns to provide bottled water during emergency and non-emergency periods, to include vendor managed storage, transportation, loading and unloading, drayage, additional ground mileage, dry storage trailers, etc., to sites including possible future Government or vendor warehouse storage in the 48 States and the District of Columbia in the Continental United States (CONUS) and to sites Outside the Continental United States (OCONUS) in the States of Alaska and Hawaii, Puerto Rico, the U. S. Virgin Islands, Guam, the Northern Mariana Islands, American Samoa, the Federated States of Micronesia, and the Republic of the Marshall Islands. The applicable NAICS code for this contract is 312112 with a size standard of 500 employees. Firms responding to this announcement shall demonstrate in writing their capability of meeting the stated requirements. The requirements are below, numbered from 1 through 8. (1) Demonstrate the management capabilities to perform the activities necessary to meet the contract purpose; (2) demonstrate experience and ability to provide and transport large quantities of bottled water (up to and exceeding 200 tractor trailers per day holding up to 18,000 liters of bottled water each) throughout a wide geographic area (Continental United States (CONUS) and lesser amounts outside of Continental United States (OCONUS)); (3) demonstrate experience in ability to provide and transport bulk water throughout a wide geographic area (CONUS) and (OCONUS); (4) demonstrate firm capabilities of providing experienced personnel in logistics and supply distribution fields pertinent to the contract needs; (5) demonstrate experience in Total Asset Visibility for various commodities and equipment; (6) demonstrate experience and capability in establishing and maintaining a password protected, internet-based tracking and reporting system that allows Government representatives to distinguish product inbound to the disaster area and product that has been received and is being moved forward in the disaster area; (7) demonstrate experience and ability to store and manage bottled water throughout a wide geographic area (CONUS & OCONUS); and (8) Size of company and socio-economic status (Small, 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), or HUBZone). Responses are required no later than 21 May 2012, 4:00 PM. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Susan Dunnagan (Contracts Branch). Firms interested shall provide the above documentation, in one original form and one copy. Responses shall be limited to 20 pages. Electronic submissions will not be accepted. The government will not pay for any material provided in response to this market survey nor return the data provided. The results of this survey will be considered to be in effect for a period of one year from the date of this notice. Please note that this is not a request to be placed on a solicitation mailing list nor is it a Request for Proposals (RFP) or an announcement of a solicitation. The solicitation/rfp/proposal request for this project will not be issued until October 2012.
