- NOTICE OF INTENT TO SOLE SOURCE: The U.S. Department of Homeland Security (DHS) intends to negotiate a sole source procurement with HI-Q Environmental Products Co. (HI-Q), 7386 Trade Street, San Diego, CA 92121 for approximately 30Portable Sampling Unit series 2-H (PSU 2-H), and associated spare parts. Each PSU 2-H must be capable of maintaining a constant air flow and use a removable filter media to collect an aerosol sample for analysis. The equipment must be portable, and have an inlet adjustable from 1.2 to 2 meters above ground. The equipment must also contain two individual lockable/weather resistant cases, one including a pump, flow meter, and electronics, and the other containing a filter holder containing the filter media. The source must be able to begin production of functioning equipment in two weeks. The associated North American Industry Classification System (NAICS) code is 334516 which has an annual size standard of 500 employees. Interested parties must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov. The Government contemplates an award of a Firm Fixed Priced contract resulting from the sole source solicitation. DHS believes HI-Q is the only vendor capable of satisfying this requirements. The circumstances permitting Other than Full and Open Competition Justification is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any sources exist and, therefore, no Request for Proposal (RFP) is available. This notice of intent is not a request for competitive quotes, however, all information received by May 3, 2012 will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. All interested parties may submit a capability statement, proposal, or quotation to Carla Davis, the Contracting Officer, by 10:00 AM EST, Thursday, May 3, 2012. This information must be submitted electronically, via e-mail, to: BioWatchGen3@hq.dhs.gov. The following information must be included in all responses: 1) include information of the equipment outlined above; 2) fully explain your capability and qualifications and 3) provide itemized pricing that is sufficient to make a determination.
