- Description
- The Intelligent Systems Division of the National Institute of Standards and Technology (NIST) conducts research activities on smart and wireless sensor network standards in support of the Smart Manufacturing and Construction Systems (SMCS) program. Sensor networks based on the IEEE 1451 standard for a smart transducer interface for sensors and actuators are needed to support the SMCS program for the development of measurement science-based performance and conformance testing framework that would enable the integration of real-time factory equipment information and achieve optimization of manufacturing applications. An IEEE 1451 standard-based sensor network consists of a network capable device connected to one or more sensor devices. According to the IEEE 1451 suite of standards, the network capable device is called Network Capable Application Process (NCAP) and the sensor device is called Transducer Interface Module (TIM). If the connection between the NCAP and the TIM is a wireless link, the sensor device is called Wireless Transducer Interface Module (WTIM). One of the key features of the IEEE 1451 standard is the specification sensor datasheet in electronic format, called Transducer Electronic Data Sheet (TEDS). The TEDS associated with a TIM or WTIM contains manufacturer-related information that can identify the sensor or actuator and describe the characteristics of the sensor or actuator, such as type of measurement, measurement range, calibration, etc. The TEDS data is stored in a memory device in a TIM or WTIM. A computer can be connected to the NCAP via a RJ45 Ethernet port. Application software running in the computer can access sensor information from any TIM or WTIM connected to the NCAP using the IEEE 1451.0 standard's command/response messaging protocols. The purpose of this acquisition is to procure a custom-built smart sensor network system. The system must consist of two IEEE 1451-based sensor networks including hardware and software components. The hardware component must consist of the sensor network comprising of NCAP, TIM, and WTIM devices. The software component must consist of the code that implements the specific IEEE 1451.X standards to provide the performance that will be specified in the request for quotation. The required smart sensor network system must contain embedded microprocessors running custom-built operating systems for sensor network operation offline that does not require any IT network administration, like the Windows operating system. The required equipment is non-commercial in nature and will be competed using simplified acquisition procedures under the authority of FAR Part 13. This requirement is 100% set-aside for small business. The NAICS code for this requirement is 334119, Other Computer Peripheral Equipment Manufacturing. The small business size standard for this requirement is 1,000 employees. The competitive Request for Quotation (RFQ), amendments, and all questions and answers related to this procurement will be made available via the Internet at WWW.FEDBIZOPPS.GOV under RFQ number SB1341-12-RQ-0279. Potential offerors shall be responsible for obtaining this solicitation and related amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation. The Government will not maintain a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to carol.wood@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. The successful offeror must be actively registered in the Central Contractor Registration website at www.ccr.gov, in order to be eligible to receive a purchase order under this acquisition. NIST anticipates posting the solicitation approximately 15 days after the date of publication of this notice.
