- Justification for Other Than Full and Open Competition for PPE212 DESCRIPTION: The U.S. Coast Guard intends to procure AHORA Day Gold Level pre-bundled registration package for three 2012 AHORA Days: 26 April 2012 in San Diego, CA; Washington, DC and San Antonio, TX as per attached Justification. This proposed procurement is for a service for which the government intends to solicit and negotiate on a sole source basis to Latino Publishing, LLC., 106 E. 6th St., Ste. 900, Austin, TX 78701 In order to comply with the requirements in this Solicitation NOTE22# HSCGG812-Q-PPE212, the responses should be based on our interpretation of the general requirements provided below. Note 22. The proposed contract action is for a continuation of previous services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotes. However, all quotes received within the time and date of publication of this "Special Note 22" will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note 22. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration and submit a price quotation by 4:00 pm, ET, April 23rd, 2012. Contractors may either submit one copy of the quote to Sir Nelson Concepcion, USCG Base NCR (P&C), Room 1615, 2100 Second St. SW, Washington, DC 20593 by mail, fax (202-372-4905) or preferably via email. Electronic transmissions to Nelson.S.Concpecion@uscg.mil are preferable, but must be timely. It is the responsibility of the contractor to ensure the quotation is received by the date and time shown above.
