- The purpose of this Sources Sought Notice is to determine if the Government requirements can be met. The Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC), Glynco, Georgia is anticipating a purchase of KWA or equal airsoft systems in the Sig Saur P226 and Glock 17 and M-4 A2 equivalent air rifle platform and associated equipment. The airsoft system is any training aid that uses a gas propellant, or an electric driven gearbox to propel a small pellet to a given target. For the FLETC, airsoft systems using a gas propellant or an electric gearbox to drive the pellet shall be the only systems that are acceptable. This is not a Request for Proposal (FRP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government. Responses to this notice are not offers and cannot be accepted by the government to form a binding contract. The government does not intend to reimburse the respondents for information solicited. Specific FLETC Requirements: Airsoft systems shall have the look, size, weight, slide action and feel of authentic Sig Sauer or Glock pistols and the M4 carbine. This includes fitting securely (pistols) in an issued holster with associated safety snap or locking device engaged. Sig Sauer P226 equivalent : The pistol shall be realistic in construction and operation, propelled by green gas, fit securely in a form fitted holster designed for the Sig Saur P226/228/229 frame and of 6mm caliber. The Frame and Slide shall be made of metal alloy. The frame shall have a fully functional decocking lever, slide release lever and magazine release button. The slide shall have 3-dot combat sights installed. The pistol shall have an adjustable hop-up and mil-spec lighting system rail. The system will function in both the double action & single action modes. The pistol magazine shall have the look, feel, weight, and finish of a real magazine; shall be of metal body construction, with the body of the magazine consisting of a gas reservoir (expansion tube) to hold the gas (green gas), and a pellet "reservoir" which holds the magazine spring, follower and pellets. The magazine gas reservoir shall be filled by an external gas source. When ‘fired' the system shall function with full slide action and similar recoil in order to simulate the cycling of a Sig Saur duty weapon. Glock 17 equivalent : The system shall be realistic in construction and operation, propelled by green gas, fit securely in a form fitted holster designed for the Glock 17 frame and of 6mm caliber. The frame shall be constructed of a composite polymer with an interchangeable back strap and fully functioning extended slide release as well as magazine release button. The slide shall be made of metal alloy with front and rear slide serrations and have 3-dot combat sights installed. The pistol shall have an adjustable hop-up and mil-spec lighting rail and be single action in function. The system magazine(s) shall have the look, feel, weight, and finish of a real magazine; shall be of metal body construction, with the body of the magazine consisting of a gas reservoir (expansion tube) to hold the gas (green gas), and a pellet "reservoir" which holds the magazine spring, follower and pellets. The magazine gas reservoir shall be filled by an external gas source. When ‘fired' the system shall function with full slide action and similar recoil in order to simulate the cycling of a Glock duty weapon. M4 Carbine equivalent : The system shall be realistic in construction and operation. The system shall; have a full metal alloy receiver, collapsible stock, barrel length of 11.00 inches to 16.00 inches and be of 6mm caliber. The system shall have a rate of fire of 20+RPS at a velocity of 350 - 450 FPS and be semi and full auto selective fire. FLETC Evaluators, distributors, trainers and our own evaluations have led to the determination that electric rifles should be fitted with all metal gears. The power source of the system shall be 9.6V NiMh, 7.4V or 11.1V 15c Li-Po/Li-Fe. In addition, the carbine shall have; a free float rail adapter system, machined; an extruded aluminum 5"forend tube or rail system; a collapsible stock with integrated battery compartment in the fore handle or stock. Safety Face Guard : Face guards shall consist of a wire mesh eye cover with full face protection and throat guard. Head band shall be elastic and adjustable one size fits all. The interior face eye seal will be a rubber type substance that will not absorb moisture. Propellant : The propellant required for training weapons shall be Green Gas. BBs/Pellets : BBs used for training shall have a weight of 25g or 28g. BBs shall be biodegradable and white or black in color. Specific Equipment and Quantities needed : KWA Sig Saur P226 airsoft system or equal 400 KWA ATP (Glock 17) airsoft system or equal 500 KWA M4 A2 airsoft system or equal 200 KWA Sig Saur P226 airsoft magazine or equal 800 KWA ATP (Glock 17) airsoft magazine or equal 1,000 M-4 Batteries 400 M-4 Battery charging stations 200 Bio-Degradable BB's (pellets) 600 Green Gas Propellant 1,000 Safety face guards 400 Protective gloves 240 Provide pricing for each item listed to include unit price, total price, and grand total. Pricing shall include shipping. Delivery: Must commence within 30 calendar days of the award of the contract or vendor must provide best delivery time available to meet the total quantity of products listed above. FLETC has four sites that will require the vendor to ship products: Glynco Georgia; Artesia New Mexico; Charleston South Carolina; and Cheltenham Maryland. All items are to be shipped FOB destination. All interested parties should submit company information and any product descriptive literature in sufficient detail to determine capability of meeting the FLETC requirements along with responses to the following: 1. Business size and DUNS #. 2. Can the FLETC requirements and total quantity be met? 3. What is the best delivery time for this requirement? 4. Is company a Manufacturer or Distributor? Provide complete address and point of contact. 5. If a manufacturer - is there a "brick and mortar" location that is within close proximity to the FLETC Glynco Georgia that allows for a quick response should serious issues arise regarding airsoft weapons, equipment, and training issues? 6. If a distributor - Are you an authorized distributor of KWA? 7. Warranties - Does company provide any warranty (basic and/or extended) for airsoft weapons and magazines purchased? If so, provide the information. 8. Will company stand behind a weapon that goes down after an extended time after purchase (e.g., 4 months)? 9. Service - Can a defective/broken weapon be sent in for service/repair and if so what is the turnaround time for that service? 10. Service - Identify location of repair shop 11. Parts - What is the availability of spare parts, can spare parts be ordered, and what timeframe is involved to receive the ordered parts? 12. Training/Certification - Does your company provide training/certification on airsoft weapons purchased?
