Description
Change to Solicitation anticipatated issue date from April 13th to April 3Oth, 2012. The Request for Quotation number is DTMA94Q20120017 and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-55. This acquisition is a Small Business set aside for offerors' business with size standard of $14M. The NAICS is 541620. The contract type will be a firm- fixed-priced contract for one year with option years that will be subject to availability of funds. The earlist an award will be made is April 27th, 2012. Statement of Work, Environmental Consulting Services Provide the services of an Environmental Consulting Firm to provide the following services to the U.S. Maritime Administration's Suisun Bay Reserve Fleet (SBRF), located at 2595 Lake Herman Rd., Benicia, CA 94510: Task 1, SBRF SWPPP Revisions Contractor shall provide environmental consulting services in order to maintain in accordance with all regulatory requirements the continued coverage of the Maritime Administration (MARAD) activities at the Suisun Bay Reserve Fleet under the existing California State Water Resources Control Board Storm Water General Permit (Water Quality Order No. 97-03-DWQ; General Permit No. CAS000001). Contractor shall: •· Update changes, propose revisions, make approved revisions, maintain in proper order, etc. the SBRF's Storm Water Pollution Prevention Plans (SWPPP), as required; •· Work with the San Francisco Regional Water Quality Control Board (SF Water Board), as directed by MARAD, to identify acceptable changes in Best Management Practices (BMPs) and testing and sampling requirements; •· Research and suggest Best Available Technologies (BAT) for BMP implementation or improvement; •· Work with the SF Water Board, as directed by MARAD, to identify acceptable monitoring and reporting methodologies; •· Correspond with the SF Water Board, as directed by MARAD; •· Work with other contractors engaged in work at the SBRF, as directed by MARAD; •· Maintain an administrative record of correspondence, written and oral, associated with this work; •· Execute a confidentiality agreement in order to facilitate settlement of ongoing litigation; •· Perform such other tasks as directed by MARAD necessary to retain the appropriate permit from the California State Water Resources Control Board. Contractor shall provide support to update and revise the SWPPP based on SWPPP implementation feedback from SBRF staff, findings from exceedence reports, vessel departures or arrivals, and meeting comments from either the SF Water Board or MARAD. Changes to the SWPPP are anticipated on an annual basis, but additional updates may be necessary depending on findings and feedback gained from the above. Revisions are normally expected to include drafts for review and final product of the SWPPP text, vessel diagrams/maps, listing of contaminant sources, inspection form revisions for new and existing vessels, removal of departed vessels, and moderate revisions to SWPPP sections related to sampling, BMP revisions/additions and inspections. The revisions to the SWPPP shall be completed within 2 weeks of reception of information prompting a revision and provided to MARAD and the SF Water Board. Changes shall be made and the affected documents will be uploaded to an approved SharePoint site and/or provided to MARAD via email or CDROM as necessary. Task 2, SBRF Personnel SWPPP training Contractor shall provide personnel knowledgeable with the SBRF SWPPP to prepare and conduct on-site annual SWPPP Refresher Training for MARAD SBRF employees. Refresher training is to be conducted on a mutually agreeable date in August each year, before the start of the rainy season. In addition, Contractor shall provide one SWPPP general awareness training session for new MARAD personnel annually. Contractor shall revise the SWPPP training presentation according to recent SWPPP revisions and comments from MARAD, as required. Training materials, including revisions to, shall be submitted to MARAD for review and approval at least two week prior to a scheduled training event. Task 3, SWPPP Annual Reporting Assistance Contractor shall assist SBRF personnel in all SWPPP reporting requirements which are due to the SF Water Board. Contractor shall review SBRF's assembled inspection records and supporting data for completeness prior to SBRF's filing of the Annual Report, due June 30 of each year. This support may be done either in the Contractor's offices electronically or via Contractor personnel visiting the SBRF to review the compiled report and attached records. Contractor shall also assist SBRF personnel in writing an accompanying Summary Report. This report will include analysis of the SWPPP performance and recommended changes to the SWPPP that seek to improve stormwater runoff quality and the overall performance of the plan. The Summary Report is due with the Annual Report submission. The annual reporting process shall start on or about June 1 each year and be completed in time for SBRF to make its submission to the SF Water Board by June 30. Task 4, SBRF Storm Water Sampling Procedure Review and Personnel Training Contractor shall review and revise as needed SBRF's current storm water sampling procedures, as approved by MARAD and in accordance with the current SWPPP. Contractor shall ensure that the procedures provide the detail necessary for MARAD personnel to plan and execute storm water sampling per the general requirements of the SWPPP and permit. In addition, the Contractor shall monitor SBRF personnel in accordance with Task 6 detailed below and provide a written report of their findings and any recommendations to the SBRF's Fleet Operations Group Manager. Contractor shall provide personnel knowledgeable in sampling techniques for one annual on-site training session to train and/or refresh SBRF personnel in proper sample collection and the current SBRF storm water sampling procedure. Training materials, including revisions to, shall be submitted to MARAD for review and approval at least two week prior to a scheduled training event. Task 5, Storm Water Sampling, Oversight and Analytical Data Review and Reporting Contractor shall direct, assist and oversee MARAD personnel at the start of each rainy season, to conduct storm water sampling for two storm water sampling events. Knowledgeable Contractor personnel shall come out to the SBRF and accompany the SBRF personnel completing the storm water sampling to ensure that they are employing the Storm Water Sampling Standard Operating Procedures (SOP) for proper setup, sampling, sample packaging, chain of custody, and transportation techniques. Contractor shall prepare written Exceedence Reports for the SF Water Board's review from data received from stormwater analysis. The report shall discuss the findings, look at trends and anomalies, analyze SWPPP sampling performance and BMP effectiveness, and suggest BMPs designed to improve stormwater runoff quality. Two reports are expected to be prepared, within 60 days from receiving stormwater analysis following qualifying rain events. Task 6, Meetings with MARAD and/or SF Water Board Attendance Contractor shall prepare necessary documents and plan on attending two meetings with MARAD personnel and the SF Water Board to discuss SWPPP maintenance, submittal of the Annual Report, exceedence findings, and proposed revisions to the SWPPP. Meeting notes are to be completed and submitted to the attending parties. Contractor may assume that the meetings will be held in the San Francisco Bay Area. The date and time will be determined by the SBRF's Fleet Operations Group Manager and the Contractor shall be notified two weeks in advance. The meetings will be attended by Contractor personnel knowledgeable in the SBRF's SWPPP. Task 7, General Environmental Compliance Support Contractor shall provide an additional two hundred (200) man-hours of environmental support to assist SBRF staff in researching and answering environmental questions and concerns with regard to compliance with applicable laws and regulations such as, but not limited to, the Clean Water Act (CWA), Clean Air Act, (CAA), Resource Conservation and Recovery Act (RCRA), and other areas affecting the SBRF.
