- SOO Profile Creation Support for Cloud-based Accessibility The United States Department of Education (the Department) is conducting market research for an upcoming procurement requirement. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to develop cloud-based profiles for disabled users. The North American Industry Classification System (NAICS) code for this request is 541512 - Computer Systems Design Services. In response to this request for information, the Department hereby solicits comments on the draft Statement of Objectives, identification of any barriers to competition, and capability statements from eligible contractors. These statements shall be no longer than 10 single-spaced pages with a font size no smaller than 12. Contractors should include resumes as an appendix (no more than 5 resumes, at a maximum of 5 pages per resume, and only resumes for key staff who would work on the contract should be included); these resumes shall not be counted against the 10-page limit for the capability statement. Comments on the Draft Statement of Objectives and barriers to competition should be included in a separate document and shall not be counted against the 10-page limit for the capability statement. In reviewing the capability statements, the Department will be looking for the following: 1. Ability to gather information about other projects, in the USA and elsewhere, using or proposing to use user profiles to support computer users with disabilities, and to communicate effectively with these projects. 2. Ability to collaborate and network with experts in the fields of disability accommodation and information technology on how to best support users with a wide range of disabilities in the creation of a functional web-based application program utilizing user profiles, as discussed in the attached Statement of Objectives. 3. Ability to create Web-based computer applications usable by people with disabilities. 4. Expertise in the development of software that can be modified and extended as requirements evolve. Capability statements should address both institutional experience and the experience and qualifications of key staff that are relevant to the above criteria.
