- Questions Answers Clarifications 12Apr23 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. NAICS Code: 511120. Proposals are being requested and a written solicitation will not be issued. The Request for Proposal (RFP) number is FA8604-12-R-7908. The Air Force is issuing this solicitation for the procurement of Library Journals for the Air Force Institute of Technology (AFIT) on a Firm Fixed Price basis. In this planned requirement the funds are not currently available, but anticipate the funds will be available by time of award. See the attached Statement of Work (SOW) and the attached document for the subscription titles and quantities (Price Each Title and Quantity). This request shall be for the supply of new journal subscriptions for domestic and foreign serials and periodicals (in paper format unless otherwise indicated) to be sent to a single address: DEPARTMENT OF THE AIR FORCE, DAZZO RESEARCH LIBRARY (AFIT/ENWL), 2950 HOBSON WAY, BLDG 642, WRIGHT-PATTERSON AFB, OH 45433-7765. These subscriptions are primarily, but not limited to, scientific/technical publications, and are in the direct support of the Air Force Institute of Technology faculty research and student thesis or dissertations research programs. Contractor shall place subscriptions dating back to 01 January 2012, to not later than 21 December 2012, to avoid subscription lapses and missing issues. Publisher permitting, Contractor will be required to place subscriptions at any time during the year, and to assist in prorating for common expiration date. All license agreements, registrations, terms and conditions or similar provisions must be delivered to the contracting officer during the purchase process (See Appendix A to SOW). AFIT Academic Library must have Internet access to Contractor’s online database for inquiries on serial publications, status of titles when not received, prices and invoice history. There must be customer service representatives available during normal working hours, 8:00a.m. to 4:00 p.m. Eastern Standard Time, for consultations and problem resolution. Contractor will respond to library within thirty days of claim, and provide full service assistance in claiming missing, defective, lost in transit or mutilated issues. All licenses agreements, registrations, terms and conditions or similar provisions and notification to the library is the responsibility of the contractor. EVALUATION: An award will be made to the Lowest Price Technically Acceptable (LPTA) responsible offeror who responds to the items included in this Combined Synopsis Solicitation (FAR 52.212-2, technical acceptability and price). Technical acceptability and price are considered equal, however; offeror not rated technically acceptable will be eliminated from competition and will not be considered for award. The Government anticipates proposals will be evaluated, and an award made, without discussions with the offerors. Offerors must submit the following information: (1) Vendor must provide pricing on all journals listed on the attached subscription titles list, (2) Vendor must provide Claim fulfillment of 98% for missing journals issues for the past three years with similar government or academic graduate libraries. Submit a point of contact and phone number for Claim verification (3) Vendor shall provide information on relevant current or past performance. Submit at least three contracts from similar government or academic graduate libraries that are currently in progress or completed no later than three years prior to the issue date of this combined synopsis solicitation. This solicitation and any resultant contract will incorporate all applicable clauses/provisions in effect through Federal Acquisition Circular (FAC) 2005-57, Effective 29 October 2010 & Class Deviation 05o0001, DFARS Current to Change Notice 20101029 Edition. These clauses/provisions include, but are not limited to the following: Federal Acquisition Regulation (FAR) 52.204-7, 52.212-1, 52.212.2, 52.212-3, 52.212-4, 52.212-5, Department of Defense FAR Supplement (DFARS) 252.204-7004 - Alternate A, 252.211-7003, 52.212-7000, 252.212-7001, 252.227-7013, and 252.227-7014. The below clause is included in full text: AF 5352.201-9101 OMBUDSMAN (AUG 2005) (a) Mr Howard E. Marks Jr., ASC/AQH, has been appointed as Ombudsman. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendation to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Howard E. Please note if manufacturer requires a license agreement to be signed by government, the terms and conditions of that agreement are required to be in compliance with all Federal Laws, Statutes, and the Federal Acquisition Regulation.
