Description
Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source firm-fixed-price delivery order under Basic Ordering Agreement (BOA) N00019-10-G-0004 with Northrop Grumman Systems Corporation (NGSC), Bethpage, NY, for the technical support on Link-16 related subjects for the Japan Air Self Defense Force (JASDF) E-2C Tactical Program at Program Management Group in Iruma Air Base, Japan. NGSC will provide technical support on Link-16 related discrepancies, and the following subjects: understanding Link-16 requirements; design concepts; testing methods/techniques and verification; scenario generation; and documentation. The order will include the labor associated with the technical support and travel. The period of performance for this contract action is intended to be three (3) weeks in length, and be completed NLT 31 August, 2012. NGSC is the only company that possesses the extensive knowledge and technical data required to successfully provide technical support in relation to the Link-16. NGSC is the sole source designer, manufacturer, and system integrator for the Japan E-2C aircraft. Only NGSC has the engineering, manufacturing, and unique logistics support experience and knowledge of the technical data pertinent to the systems design and operational characteristics of E-2C aircraft to provide the necessary support to meet JASDF fleet operational commitments. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source', and no other supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
