- Justification PERFORMANCE WORK STATEMENT Annual Maintenance for Dugway Proving Ground Beckman Coulter laboratory instruments. Equipment is listed in full text herein as "Equipment List". The contract shall be for a 1 year base period and four (4) one-year option periods. The coverage provides for comprehensive coverage including full service support for the government defined list of equipment, and shall include but not be limited to the following services: 1.Provides full service support for all items on the equipment list. 2.Emergency service with no additional charges for on-site labor, travel time, or travel expenses during business hours (8:00 am to 5:00 pm local prevailing time, Dugway Proving Ground, Dugway, Utah). 3.Preventive maintenance visits - visits shall include cleaning, inspecting, adjustments, and calibration to published factory specifications. Visits shall be requested by contractor through the COR (Contracting Officers Representative) at a minimum of 2 weeks prior to service to allow government opportunity to schedule any laboratory down time. 4.Replacement parts required to maintain complete functionality shall be provided by the contractor and shall be included in the cost of the service contract. No additional charges for parts shall be presented to the government. Equipment requiring UV lamps shall have lamps replaced as required as part of the service. Refurbished parts are allowed but shall be factory certified and decontaminated prior to usage. 5.Software/Firmware shall be kept current and installed without charge at any scheduled opportunity. Contractor shall schedule any update with COR to avoid disrupting ongoing tests. 6.Service Engineers and Technicians shall be certified on all equipment being maintained. 7.Contractor shall provide both web based support and call center phone support to be included in the service contract cost. 8.The contractor shall provide a telephone number and respond to government telephone call within 24 hours of any request for assistance. The contractor shall be available Monday-Thursday (8:00 a.m. -5:00 p.m.). Contractor shall provide repair/maintenance on service calls within two weeks of contacting contractor and Emergency service calls within 48 hours. Emergency service calls shall be defined as a situation where equipment is non-functional and preventing tests for laboratory systems. This is a notice of intent to negotiate on a sole source basis with Beckman Coulter, 4300 N harbor Blvd, Fullerton CA, 92835. This is maintenance and repair contract for Beckman Coulter laboratory equipment. Pursuant to 10 U.S.C. 2304 ( c ) (1) and Federal Acquisition Regulation 6.302-1, supplies, services and/or equipment are available from one responsible source and no other type of supplies, services and/or equipment will satisfy agency requirements.
