- Notice of Intent to Award a Sole Source Blanket Purchase AgreementApril 24, 2012______________________________________________________Safe Environmental ? Lifeline Wireless Sensor Communications EquipmentThe U.S. Environmental Protection Agency (EPA), Office of Acquisition Management in Washington, D.C. intends to establish a sole source Blanket Purchase Agreement under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, for the acquisition of Lifeline Wireless Sensor Communications Equipment. The equipment to be offered under this BPA will include the following three main components and related parts and grouping packages:LINCLINCs are wifi/gps enabled communications modules configured by the vendor to support specific instruments (e.g. MultiRae, Ludlum 2241, etc.) The LINC provides access to senor data integrated with spatial data. This hardware can be reconfigured to function with other supported instruments (e.g. DataRam, EBAM ). A wide range of environmental monitoring equipment is currently supported. Details are available at www.safeenv.com/wireless_integrated_instruments.htm.GatewayGateways are wifi/cellular/mesh enabled communications modules designed to support a network of one or many LINCs. Gateways can be purchased with or without cellular service. Gateways utilize standard USB cellular modem (aircard) slots to support user provided aircards.Sensor SoftwarePC-based utility software is provided at no cost with each type of LINC to enable wireless sensor communication with the LINC via the Gateway network. The communication pathway can be local or across the internet. The senor data is formatted and communicated utilizing the CAP (Common Alerting Protocol) standard.LifeLine?s core technology has been leveraged and enhanced by the Environmental Response Team?s (ERTs) custom software to develop the wireless network-based VIPER communications system. The VIPER system was designed by ERT to enable real time transmission of data from field sensors to local computers, remote computers or anenterprise server and provides for data management, and visualization. Based on extensive market research efforts conducted by the ERT during the research and development stage of the VIPER system, Safe Environmental has proven to be the only vendor capable of providing commercially available system components that can be configured to support an open-standard based sensor data communication system and satisfactorily meet the Program?s interoperability needs using the CAP (Common Alerting Protocol). To date, several EPA regions have purchased LifeLine?s system components from Safe Environmental and are actively using this technology to support their needs. Based on the information presented above, establishing a BPA with Safe Environmental to procure LifeLife system components to support EPAs VIPER system is determined to represent the Government?s best interest.No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the EPA requirements described herein may submit a response; which, if received within ten (10) calendar days of the date of this announcement, will be reviewed for consideration. Responses to this posting must be submitted in writing via e-mail only. A determination not to compete the described requirement based upon responses to this notice is solely within the discretion of the Federal Government.
