- Savannah River Remediation, LLC (SRR) is proud to be a member of the Aiken, South Carolina community. We are an engineering and construction facility with industry‐leading capabilities, experience, and innovations needed to meet the full range of Liquid Waste (LW) program challenges. PURPOSE The purpose of this inquiry is to determine your interest and qualifications as a possible Offeror to provide all labor, materials, equipment, and facilities necessary to receive, transport, process, and dispose of low level waste projected to meet the requirements of Class A and C waste as defined in Nuclear Regulatory Commission (NRC) Code of Federal Regulation (CFR) 10 Part 61.55 - Waste Classification, hereinafter referred to as Class A and Class C, respectively. SRR will use the information obtained in your response to this Expression of Interest (EOI) to determine your firm's ability and interest in performing this service. This EOI is for INFORMATIONAL PURPOSES ONLY. 1.0 SCOPE 1.1. General Description of the Service The Subcontractor shall receive low level waste that is projected to meet the requirements for Class A and Class C wastes (as defined in Nuclear Regulatory Commission (NRC) Code of Federal Regulation (CFR) 10 Part 61.55 - Waste Classification; hereinafter referred to as Class A and Class C waste), process them into a suitable waste form (i.e., treat the waste), and properly dispose of the waste form product at an appropriate facility. Volumes to be processed are described in this Statement of Work (SOW). If the Subcontractor cannot meet a requirement stated in this SOW as written, the Subcontractor is encouraged to note any exceptions they would like to take to this SOW and propose recommendations. Exceptions and recommendations will be evaluated by Savannah River Remediation (SRR) as part of the review process to determine Subcontractor's capability. 1.2. Background Decontaminated Salt Solution (DSS) is the liquid effluent product after reduction of radioactive concentrations of strontium, actinides (primarily uranium and plutonium), and cesium from salt waste at the Savannah River Site (SRS). The quantity of DSS to be processed will increase from 2012 to 2018. The current production rate of up to 2.5 million gallons per year (M gal/yr) of Class C waste will remain constant until 2014. In late 2014, the waste stream will become a Class A waste and the volume will increase to up to 8.8 M gal/yr by 2015. By late 2018, the rate will increase to up to 10.1 M gal/yr of Class A waste and remain fairly constant until 2028. SRS currently treats the DSS and disposes of the final waste form on site in the State-permitted Saltstone Disposal Facility (SDF). The treatment facility consists of two segments: • Saltstone Production Facility (SPF) - receives and treats DSS to produce solidified saltstone. • SDF - consists of concrete disposal units used for the final disposal of the solidified saltstone. Saltstone is a grout waste form created through the mixing of DSS with a dry mix containing blast furnace slag, fly ash, and cement to reduce the mobility of selected hazardous constituents. Saltstone is intended to stabilize both hazardous chemicals and radionuclides. 3.0 WORK REQUIREMENTS 3.1. Task Requirements The work shall consist of the following three (3) phases: • Phase 1 - Proof of Subcontractor capability • Phase 2 - Treatment of all or part of Class C generated waste prior to generation of Class A waste • Phase 3 - Treatment of all or part of Class A generated waste All products produced in the three (3) phases must meet applicable State and Federal regulations. The Subcontractor shall be solely responsible for treatment and disposal activities with no SRR or DOE oversight once the waste is jurisdictionally accepted by the Subcontractor. This includes any interactions with State and Federal regulatory agencies. A Detailed "Expression of Interest" (EOI) is available upon request.
