- Description
- The United States Agency for International Development, USAID/Peru intends to release a solicitation to address the challenges facing Peruvian communities and institutions participating in USAID/Peru's and Government of Peru (GOP) alternative development efforts. USAID intends to use full and open competition for the contract, which will be wholly performed in Peru. The Project will pursue the overall goal of promoting and sustaining licit local development in communities formerly dependent on an illicit economy - primarily in the Regions of Ucayali and Huanuco, as well as San Martin and, to a limited extent, other coca-producing areas. The project will be one component of the USAID/Peru's multi-instrument alternative development portfolio and will work collaboratively with other USAID and GOP programs to reduce illicit coca cultivation in Peru. The Project will focus on the following two areas: 1. Transitioning Communities - USAID seeks to introduce licit lifestyles to communities who have had their illicit coca recently eradicated, convince these communities of the benefits of becoming (and remaining) coca-free, deliver limited assistance in order to gain community consent, support the negotiation of coca-free agreements with the GOP, and connect participants to strong, functioning government and non-government organizations that will help them meet their social and economic needs. Large-scale installation of alternative crops is not envisioned in this program. The Project will coordinate closely with other USAID and GOP programs that support the installation of alternative crops - primarily cacao, coffee, and oil palm. 2. Communications for Results - USAID seeks a diverse, multi-media communication program that will sustain the licit development gains made to date and ensure commitment to licit lifestyles. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the U.S Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed. This notice satisfies the synopsis requirement in FAR 5.201. The planned activities are anticipated to be for a 48-month time period, starting October, 2012. USAID intends to release the solicitation prior to on or before May 21, 2012. Please note that the reference/solicitation number may change, though the name of the program will not. All information required for the submission of an offer will be contained in the electronic solicitation package that will be posted at www.fbo.gov.
