- THIS REQUEST FOR INFORMATION (RFI) SUPPORTS THE U.S. SMALL BUSINESS ADMINISTRATION OFFICE OF DISASTER ASSISTANCE TO IMPROVE SERVICE DELIVERY THROUGH MOBILE TECHNOLOGIES. This RFI is issued as a means of technical discovery and information gathering. U.S. Small Business Administration Office of Disaster Assistance seeks to identify opportunities, technologies, and approaches to leverage mobile computing devices to field workers and office staff to support disaster response efforts in addition to administration. Vendor Instructions DISCLAIMER THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR OTHERWISE PAY FOR INFORMATION RECEIVED IN RESPONSE TO THE RFI. This RFI is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to the RFI that is marked Proprietary will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned nor will the Government confirm receipt of the RFI response. Whatever information is provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541519 (size standard $25M). Small businesses are strongly encouraged to provide responses to this RFI, in order to assist SBA/ODA in determining the potential levels of interest, competition and technical capability to provide the required services within the Small Business community. In addition, this information will also be used to assist SBA/ODA in establishing a basis for developing any subsequent potential subcontract plan small business goal percentages. Submission Instructions Responses should be submitted to Agnieszka.Rysz@sba.gov, please include the (1) business name and address; (2) name of company representative and their business title; (3) contract vehicles that would be available to the Government for the procurement of the product and service, to include General Service Administration (GSA) Federal Supply Schedules (FSS), or any other Government Agency contract vehicle; (4) responses should not exceed 10 pages. Background The Office of Disaster Assistance's (ODA) mission is to provide low interest disaster loans to homeowners, renters, businesses of all sizes and private, non-profit organizations to repair or replace real estate, personal property, machinery & equipment, inventory and business assets that have been damaged or destroyed in a declared disaster. Technical Framework ODA's primary tool to accept and process loan applications is called the Disaster Credit Management System. DCMS processes home and business loans to rebuild property damaged by a declared disaster. It is a web enabled system operating in a Unix/Oracle platform. This system collects all manner of data from businesses and private citizens in order to perform due diligence in the underwriting process. Use Case Scenarios The following are generalized scenarios to better understand the work conducted by ODA. The following should not be considered exhaustive. • Field Activities Conducted During Disaster Response Activities These activities occur in disaster areas with limited or non-existent infrastructure. This would include limited access to cellular or WiFi networks. • Loss Verification Loss verification is part of the underwriting process. It establishes the value of the damage being claimed. This is an onsite process that entails interviews, site assessment, documenting damage, sketches and the calculation of the total area of the property. • Loan Application The loan application process can be conducted electronically using a web-based tool or on paper. This application initiates the loan processing. • Coordination • With SBA Management Throughout an event, coordination between the field and office are occurring to align resources, provide performance metrics and support communications. • With Other Federal Agencies From response to recovery, the ODA works closely with federal, state and local agencies to support an effective delivery of services. • Management The goal is to provide timely and actionable information. Activities could include briefings and planning sessions. Management activities could occur at: • Typical Office Environments • Home Offices • Disaster sites • Processing Centers: For the ODA, there are dedicated sites to process loan applications, provide customer service, and maintain field activities. During disaster events, they can scale to accommodate events of greater magnitude. • Training Training is provided to core staff as well as surge staff. Thus, the training activities include refresher courses and multi-week training events for new, temporary employees. Requested Information • Identify optimal technology frameworks to support SBA services at a disaster site. Such discussions could include key decision points to identify selected technologies. More specific requirements include the following: o Management tools and devices that allow device control, software management and version control; o Support the device imaging to effectively deploy up to 1000 devices; o Support over the air device management; o Provide systems capable of complying with FIPS 199 HIGH impact security controls; o Operate in wet and dirty environments (Note: milspec standards are not necessarily a requirement and, in many cases, are more rigorous that required). • Identify application development framework to maximize opportunities to leverage mobile device capabilities across multiple operating systems. Such discussions could include key decision points to identify selected technologies. More specific requirements include the following: o Allow offline usage with the ability to synchronize o Maximize portability across multiple platforms o Support a variety of functionalities including GPS and camera o Support encryption for data at rest and in transit o Architectural considerations to integrate with backend systems o Integrate with third party apps and APIs • Identify technologies, tools, and approaches that could include the following: o Present, analyze and enter data to support an effective and efficient business process. o Provide access to enterprise resources o Extend voice and video to disaster centers o Collect digital signatures Questions For technical questions contact Mark Bellinger at mark.bellinger@sba.gov, for contracting questions contact Agnes Rysz (Contracting Officer) @ agnieszka.rysz@sba.gov or 303-844-7217.
