- The Naval Air Warfare Center Weapons Division (NAWCWD) intends to procure and award, on an other than full and open competition basis in accordance with FAR 6.302-1, a Fixed Price contract with L-3 Fuzing and Ordnance Systems of Cincinnati, Ohio for two Electronic Safe and Arm Device (ESAD) Test Set upgrades for the Sidewinder AIM-9X and Rolling Airframe Missile (RAM). L-3 is the original manufacturer of the current Government ESAD Test Set for the Evolved SEASPARROW Missile (ESSM). L-3 is the original equipment manufacturer for the FSU-25/B and MK13 Mod 3 fuzes. In order to arm and fire the FSU-25/B and MK13 Mod 3, the software has to be compatible with the circuit cards in the fuze. L-3 provides the software that is embedded in the test set that activates the fuze. L-3 is the only known contractor that has the capability to arm and function the above mentioned fuzes. Anticipated award is September 2012 or earlier and required delivery will be 9 months after contract award. This notice is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing the ESAD Test Set upgrade for the AIM-9X and RAM may submit a written response, which shall be considered by the agency. The written response shall reference solicitation number N68936-12-R-0097 and clearly show the firm's capability, background, experience and assets necessary to perform the required work mentioned above without compromising the quality, accuracy, reliability, and delivery of the product.
