Description
The Naval Air Warfare Center Weapons Division (NAWCWD) intends to procure and award, on an other than full and open competition basis in accordance with FAR 6.302-1, a Fixed Price contract with L-3 Fuzing and Ordnance Systems of Cincinnati, Ohio for two Electronic Safe and Arm Device (ESAD) Test Set upgrades for the Sidewinder AIM-9X and Rolling Airframe Missile (RAM). L-3 is the original manufacturer of the current Government ESAD Test Set for the Evolved SEASPARROW Missile (ESSM). L-3 is the original equipment manufacturer for the FSU-25/B and MK13 Mod 3 fuzes. In order to arm and fire the FSU-25/B and MK13 Mod 3, the software has to be compatible with the circuit cards in the fuze. L-3 provides the software that is embedded in the test set that activates the fuze. L-3 is the only known contractor that has the capability to arm and function the above mentioned fuzes. Anticipated award is September 2012 or earlier and required delivery will be 9 months after contract award. This notice is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing the ESAD Test Set upgrade for the AIM-9X and RAM may submit a written response, which shall be considered by the agency. The written response shall reference solicitation number N68936-12-R-0097 and clearly show the firm's capability, background, experience and assets necessary to perform the required work mentioned above without compromising the quality, accuracy, reliability, and delivery of the product. Written response shall be submitted by e-mail to christopher.burchett@navy.mil or mailed to Commander, Code 254120D (Chris Burchett), NAVAIRWARCENWPNSDIV, 429 E. Bowen Rd.
