Description
THE SOLICITATION FOR THIS PROJECT WILL BE POSTED ON OR ABOUT MAY 11, 2012. PROJECT DESCRIPTION: The Forests Service is requesting proposals for the improvement of five sites within the Ochoco National Forest. The intent of the Government is to award a firm fixed price construction contract. Work includes, but is not limited to constructing aggregate and asphalt surfaced spaces where vehicles can safely pull off roadways, installing new kiosk at each portal site, constructing a concrete base for kiosks, refurbishing two existing vault toilets, excavation and backfilling for the installation of a new vault toilet, placing concrete picnic tables in areas depicted on drawings, fog sealing two existing asphalt surfaced parking lot areas, striping parking stalls in two parking lots, constructing paved trailways, placing a riprap barrier around a pull off area, installing a 12" culvert pipe and landscaping an area by placing top soil and boulders. This project also includes removing a building and the utilities attached to it off of Forest Service Lands and the demolition of the building's septic tank. Optional work items include restablishing the growth of vegetation where gound disturbing activities where preformed by placing top soil, mulch and native seed in the area where the building's foundation is removed from and where the septic tank is demolished. Optional work items also include removing a trail bridge off of Forest Service Lands; replacing an existing hydrant with a Frost-Proof Yard Hydrant, a shutoff valve, valve cover box, Dry Well and a asphalt pad to provide A.D.A. access to the new hydrant. PROJECT LOCATION: This project is located on the Ochoco National Forest, Lookout Mountain and Paulina Ranger District. McKay Creek Site: From Prineville, take NE Main St 1.9 miles north and continue onto N. McKay Rd/N. McKay Creek Rd for 2.3 miles, make slight right to stay on N McKay Creek Rd for approximately 4.0 miles just before the junction Forest Road 27 and Forest Road 33. The site is located on the pull out just off the right side of the roadway. Ochoco Ranger Station Site: From Prineville take US-26 E/NE 3rd St/N Ochoco Hwy east for approximately 15.4 miles to the junction of US-26 E./N. Ochoco Hwy and Ochoco Creek Rd. Turn right onto Ochoco Creek Rd and travel 8.1 miles approximately to the Ochoco Ranger Station which will be located on the left side of the roadway. Bandit Springs Rest Area Site: From Prineville take US-26 E/NE 3rd St/N Ochoco Hwy east and continue to follow US-26 E./N. Ochoco Hwy for approximately 29.4 miles to the Bandit Springs Rest Area on the left side of the road. Johnson Creek Site: From Prineville take US-26 E./N.E. 3rd St/N Ochoco Hwy east for approximately 15.4 miles to the junction of US-26 E./N. Ochoco Hwy and Ochoco Creek Rd. Turn right onto Ochoco Creek Rd and travel approximately 8.4 miles to the junction of Ochoco Creek Rd and Natl Forest Develop Road 22. Turn left onto Natl Forest Develop Road 22 and travel approximately 21 miles. The site is located on the right side of the roadway just pass the junction of Natl Forest Develop Road 22 and Natl Forest develop Road 2630. Sugar Creek Site: From Prineville travel east on OSH 380 approximately 55 miles to Crook County Road (CCR) 112. Continue east on CCR 112 for 3.0 miles to CCR 113, Beaver Creek Road. Travel northeast on CCR 113/FSR 58 for approximately 10.2 miles to junction of CCR 113/FSR 58 and FSR 5800-050. The site is located just off the roadway to the right just before you get to the entrance of Sugar Creek Campground. Contractors shall furnish all labor, supervision, equipment, materials, transportation, supplies (unless specified elsewhere as Government-furnished), and incidentals required to accomplish specified work in compliance with the terms, specifications, and provisions of the contract. Work is estimated to begin around June 18, 2012. Engineering point of contact is Jerold Wesley, telephone: (541) 383-5626. Both performance and payment bonds will be required for this project. Estimated project value is $250,000 to $500,000, NAICS 238990 with size $14.0 mil. This project is a HUBzone set aside.
