- JOFOC/Sole Source The U.S. Department of Commerce, NOAA, Wallops CDA Station, Wallops Island, Virginia, intends to negotiate and award a firm fixed price contract to Microcom Design Inc., 10948 Beaver Dam Road, Cockeysville, Maryland 21030-2237. Microcom Design Inc. is the only source available to satisfy the agency requirements for on-site training of agency operations personnel for the GOES Data Collection System (DCS). The DCS is supported by two components. The first is to ingest hardware/software that receives the signal transmitted from the GOES spacecraft. This portion which includes demodulators and associated processing hardware/software is called Data Acquisition and Monitoring Systems-New Technology (DAMS-NT). The second is the processing hardware/software that generates and distributes national critical measureable weather data for customers throughout the western hemisphere. This part of the system is the DCS Administrative Data Distribution System (DADDS). In order to meet maintenance responsibilities in a 24/7 environment, adequate training must be provided to technicians that perform the work. This requires unique experience and knowledge of GOES Data Collection System (DCS) equipment. Microcom Design Inc. is the only responsible source who can provide the required skills and expertise to successfully provide the training. The Federal Supply Code for this requirement is U012 and the North American Identification Classification System (NAICS) code is 611420. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the training that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposal requirement based upon responses to this notice is solely within the discretion of the Government. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the Government. Inquires will only be accepted via email to donna.l.cohee@noaa.gov Per FAR 13, this is a simplified acquisition with an estimated value of less than $150,000.00. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract.
