Description

Yellowstone National Park requires two (2) electronic highway signs to inform motorists of the status of park roads and entrances. One sign will be placed on U.S. 89 (hereafter sign A), approximately one mile south of Livingston, Montana, with another sign (hereafter sign B) to be placed on U.S. 14/16/20, approximately one mile west of Cody, Wyoming. Both signs will be in 55 mile per hour (mph) speed zones. Tentative approval from the Montana and Wyoming Departments of Transportation has been received; however, a final draft of the sign will need to be approved before manufacturing of the sign. The Park will submit the final draft drawings to MDT and WYDOT for their approval before the Park will authorize the signs to be manufactured. SPECIFICATIONS: Both signs are expected to meet the Manual of Uniform Traffic Control Devices (MUTCD), including reflectivity and character/letter size. Both signs are expected to be white lettering on a green background. The green arrow and red cross lights (symbols) must meet MUTCD requirements for being able to be seen in both direct sunlight and at night. Sun shades around the lights can be part of the sign design. The background for the arrow and the cross should be a contrasting color (preferably black), and the sign should be such that it is easy for motorist to determine if the road/entrance is open or closed (i.e., which of the lights/symbols is on). The green arrow is similar to what would be used for left- or right-hand turn signals already used for traffic signals (stop lights). The red x would be similar to what is used for reversible lanes and/or toll booth signals. The signs and their systems shall be capable of performing in all types of weather, including precipitation (rain and snow), and shall be able to operate in temperatures of minus 40 degrees Fahrenheit (-400F) to 120 degrees Fahrenheit (+1200F). This RFQ is 100% set-aside for small business concerns. All small business concerns may submit a quotation which shall be considered by the National Park Service (NPS). The North American Industry Classification System (NAICS) code is 339950 and the small business size standard is 500 employees. QUOTES ARE DUE for this combined synopsis/solicitation on May 14, 2012, at 4:30 PM Mountain Standard Time and shall be delivered by the specified time to the National Park Service, Mammoth Supply Center, Building 34, Yellowstone National Park WY 82190, ATTN Contracting Office. Email or faxed quotes are preferred using this form with all required documentation, no oral quotations will be accepted. Offerors must furnish the company name, DUNS number, address, phone and fax number, email address if available, and official point of contact. All Quotes must be signed by authorized company official and faxed to 307-344-2079 or emailed to stacy_vallie@nps.gov. All quotes from small business will be considered, however; to be considered for award, vendor must be registered in the Central Contracting Registration (CCR), www.ccr.gov and we request that you put the Reps and Certs information online at the ORCA website, https://orca.bpn.gov/. All questions regarding this solicitation should be faxed or emailed to stacy_vallie@nps.gov. No phone calls please. Delivery of the signs shall not exceed 75 days after award. Delivery time shall be proposed in response to this solicitation and used as an evaluation factor for award.
