- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bids to obtain construction services for the "DEER CREEK FLOOD DAMAGE REDUCTION FLAP GATES, LOCATED IN FORD HEIGHTS, ILLINOIS." PROJECT INFORMATION: Under the contract set, the Contractor will be responsible for providing all necessary labor, transportation, materials, and equipment in building eight (8) manhole structures in-line with eight (8) existing creek outfalls. Within these manholes, flap gates will be installed to prevent the reverse flow. Additional work include: demolishing one (1) existing outfall headwall, cutting the two (2) existing pipes flush with the west bank and plugging the two pipes; installing 24 feet of new reinforced concrete pipe and a new pre-cast flared end section; and placing approximately 200 linear feet of rip rap bank protection on a severely eroded portion of the east bank north of Route U.S. 30. ACQUISITION INFORMATION: Competition for this acquisition is RESTRICTED to ELIGIBLE HUBZONE "SMALL" BUSINESS CONCERNS. The Classification Code for this procurement is North American Industry System Code 237990, which applies a small business size standard in dollars of $33.5M. The magnitude of cost for this construction project is estimated between $500,000 and $1,000,000. The Invitation for Bids (IFB) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed navigated or printed using Adobe Acrobat Reader. Interested Bidders can download the IFB Package from the Internet Site http://www.fbo.gov. The IFB will be available at the above-mentioned Internet site on 16 May 2012. Bids will be due by 2:00 pm CDT on 15 June 2012. In the case of a discrepancy between the dates published in this notice and those called out in the IFB document, the dates in the IFB document overrides those published herein this notice; this is relative to the IFB issuance date and the due date for proposals. In order for contractors to be awarded contracts with the Department of Defense, the contractor must be registered in the Central Contractor Registration (CCR); Contractors can access the CCR for free at http//www.ccr.gov. The Government intends to award a firm-fixed price construction contract from this acquisition. Request for solicitation packages made by telephone, fax or e-mail will not be honored.
