- Price List - To be used for submitting prices. Statement of Work BLANKET PURCHASE AGREEMENT - Paving Materials - This is combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is issued as a Request for Quote (RFQ). This is a 100% Small Business Set-Aside Competition with a North American Industrial Classification System (NAICS) of 324121. The associated NAICS of 324121 has a Small Business Size Standard of 500 employees. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation numbers ELLS-BPA-0002 is issued as a RFQ and is conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13.303, BPA) for Supplies. 28 CONS intends to establish a single-award Blanket Purchase Agreement (BPA) to fulfill this requirement; however, the Government reserves the right to not award any BPA and does not guarantee any order placements. The resultant BPA award will be five (5) years in duration. DESCRIPTION OF AGREEMENT Contractor shall furnish paving materials for five (5) years, available for pick-up or delivery to Ellsworth Air Force Base, SD, as stated in the attached Statement of Work (SOW). All materials shall be furnished if and when requested by the Contracting Officer or duly appointed authorized Government Caller. All Calls will be paid using the government purchase card or electronic funds transfer, via Wide Area Work Flow (WAWF). The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items necessary to supply paving materials as stated in the SOW. Quotations shall be accompanied by a completed Representations and Certifications (Reference: FAR 52.212-3). The Government's preferred method is electronic Representations and Certifications. This can be accomplished by registering in ORCA at https://orca.bpn.gov and completing the online Representations and Certifications. Contract financing is NOT provided for this acquisition. The Government intends to award a firm fixed price (FFP) BPA for paving materials resulting from this solicitation to the responsible offeror whose quote is the lowest price and is capable of providing all required materials. Prices may be adjusted upon annual BPA review. The government reserves the right to validate cost as fair and reasonable before delivery. The Government intends to award without discussions and the Government reserve the right now to make an award at all. By submitting a quote, the offeror acknowledges the requirement that potential awardees must be registered in the Central Contractor Registration (CCR) before an award can be accomplished. Offerors are encouraged to become CCR registered as soon as practically possible at https://www.bpn.gov/ccr/default.aspx. Quotations must be submitted using the attached Price List, along with a coversheet including: company's name, address, and phone; point of contact's name, phone, and e-mail; quotation date; quotation number; and any discount terms. Prices submitted must be valid for 1 year. Prices must be submitted for both delivery and pick-up. Delivery location is considered any applicable job site within the boundaries of Ellsworth Air Force Base, SD.
