Description
As part of its mission, the National Highway Traffic Safety Administration (NHTSA), on behalf of the Department of Transportation (DOT), issues corporate average fuel economy (CAFE) standards for manufacturers of passenger cars and light duty trucks and fuel efficiency standards for manufacturers of medium- and heavy-duty engines and vehicles fuel under the Energy Policy and Conservation Act (EPCA) and the Energy Independence and Security Act (EISA). Description Directed by these two Acts, the DOT is required to consider and evaluate the many aspects and impacts associated with the regulation of industries which have such a substantial impact on the economy of the United States; examples of which include technological feasibility, economic practicability, the effect of other motor vehicle standards of the Government on fuel economy and fuel efficiency, and the need of the United States to conserve energy to issue standards that are considered the "maximum feasible" within such, or similar, constraints. To develop and issue these significant, and in some cases historic, regulations, the agency contracts significant research, computer modeling, and analyses with organizations outside the agency including government and non-government entities along with conducting its own internal efforts. It is therefore critical that throughout the development and issuance, the agency's regulatory documents are supported by well-established economical and technical principles and that the supporting materials be formally reviewed by respected and established subject matter experts for these regulated industries; a process also commonly known as the peer review. The primary objective of this contract is to establish a contract with an independent organization which has a track record of and continuing ability to organize, manage and conclude yet to be determined peer reviews of vehicle fuel economy and fuel efficiency research, computer models, and analyses for fiscal years 2012-2016. The NAICS Code for this contract is 541330. Contractors must be registered in the Central Contractor Registration Database located at http://www.ccr.gov, and must complete electronic representatives and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the Government's intent to award a Time and Material Labor Hour type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about May 28, 2012. Period of Performance: Base period of twelve (12) months plus four (4) one (1) year option periods for a total of five (5) years. Contract Award: NHTSA intends to issue a full and open, competitive Request for Proposals (RFP). NHTSA intends on awarding a Time and Material contract for a performance period not to exceed five (5) years after the effective date of the resultant contract. The anticipated award date for this resultant contract is expected on or about August 2012.
