Description
This is published as a sole source announcement under the statutory authority at 10 USC 2304(c) (1), and regulatory authority at FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Army Contracting Command, Aberdeen Proving Ground, Tobyhanna Division-Contract Operations Branch, Tobyhanna Army Depot(TYAD), Tobyhanna, PA 18444 intends to negotiate and award a contract on a sole source basis to Lockheed Martin Corporation, Global Training and Logistic-Development Division, 100 Global Innovation Circle, Orlando, FL 32825-5002, for a quantity of one (1) LM-STAR Radio Frequency Automated Test System to include; installation, re-hosting existing Government owned Test Program Sets(TPS) from Tobyhanna Army Depot's Automated Test Systems (ATS) to the LM-STAR Radio Frequency Automated Test System (LM-STAR), one year of technical support for all installed software and hardware, LM-STAR system operating and maintenance training for Government employees, technical manuals and one year commercial warranty. The LM-STAR is a commercial variant of the Navy's Consolidated Automated Support System (CASS) and Electronic Consolidated Automated Support System (ECASS) approved systems and is an open software architecture based on National Instruments Test suite software of Lab View, Test Stand, and Lab Windows with associated hardware components drivers using Windows type user interfacing. TYAD's current Army Navy General Utility Special Maintenance-410 (AN/USM-410) Electronic Quality Assurance Test Equipment (EQUATE) system which is utilized to test hundreds of items with is based upon EQUATE ATLAS TPS development. The AN/ USM-410 is over 40 years old and has become unsupportable. Lockheed Martin Global Training and Logistic-Development Division (Lockheed Martin) is the original designer and developer and support contractor of the AN/USM-410, and has demonstrated that the LM-STAR is capable of supporting the migration of USM-410 TPS with minimal effort. TYAD requires the LM-STAR system in support of Army, Navy and Marine Corps mission work load, and will utilize the LM-STAR for the repair and testing of Army Navy Ground Transportable Radar Special (AN/TPQ)-36, (AN/TPQ)-37 and (AN/TPQ)-46A FireFinder Radar systems, as well as to support expansion capabilities for all Department of Defense (DoD) service workloads repaired at TYAD as part of a modernization program. The LM-STAR meets the requirements of Army Regulation 750-3, Section IV, Automatic Test Equipment Policy and Management, which dictates Policy that all new or changing requirements for automated testing must use one of the DoD standard families of test systems as defined within DoD ATS Selection Process Guide 2009. The Government does not have the required technical data package to pursue a competitive acquisition. Lockheed Martin is the sole designer, developer and manufacturer of the LM-STAR, and owns the proprietary rights, hardware schematics and data rights. Lockheed Martin is the only contractor who can provide the LM-STAR and meet the government's requirements. The required delivery is one (1) year after date of award. This notice is not a request for competitive proposals. Any responsible firms believing they can provide the requirements for the LM-Star Radio Frequency Automated Test System requirement should within ten (10) days of this notice, contact the Contract Specialist identified below, and submit a capability statement which will be reviewed for consideration. Solicitation W25G1V-12-R-0037 will be issued on or about May 15, 2012. The NAIC Code is 333319 and the size standard is 500 employees.
