- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to procure on a sole source basis, a Vest Power Manager from Protonex Technology Corporation. Protonex Technology Corporation is located at 153 Northboro Road, Southborough, MA 01772-1034. This procurement is sole sourced based on FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The successful development of the Optimized VPM requires Protonex ™s proprietary algorithms, as well as the proprietary architecture that enables the VPM to interface with other components. The North American Industry Classification System (NAICS) code is 541712. The solicitation issue date is 15 May 2012. The closing date is 10:00AM EST on 14 June 2012.
